This role is central to advancing NORCAP’s commitment to climate action, peace, democracy, and human rights through strategic leadership, policy influence, and effective programme delivery.
ABOUT THE ROLE
As Director for Climate Action, Peace and Democracy, you will lead one of NORCAP’s most forward‑looking portfolios — where strategic leadership, programme quality, and policy influence come together. You will guide a strong team, shape partnerships, and steer a portfolio that has the mandate to rethink how aid can better address climate‑related risks, strengthen peaceful societies, and uphold democratic space.
You will work directly with senior counterparts across NORCAP and global partners to bring evidence, innovation and solutions into practice while ensuring the section’s resources, people and NORCAP assignments deliver meaningful impact. The role is based in Oslo, reports to the Executive Director of NORCAP, and includes 10% travel.
As the Director, Climate Action, Peace and Democracy, you will take on the following responsibilities:
Lead and develop the section’s strategy, ensuring clear priorities, strong alignment with NORCAP’s overall direction, and effective translation into implementable plans that deliver results.
Provide inclusive people leadership to section staff, including goal‑setting, performance management, mentoring, workforce planning, duty of care, and a positive team culture.
Oversee programme and portfolio management across climate action, peace, democracy and human rights, ensuring quality, compliance, effective processes, and results‑based management.
Drive fundraising and donor relations for the section, securing annual budget targets, ensuring high‑quality reporting, and maintaining strong, compliant partnerships.
Strengthen collaboration across NORCAP and NRC, enabling cross‑team learning, joint programming opportunities, and shared solutions to sector challenges.
Lead strategic engagement with partners and stakeholders to promote improved aid practices, policy development, advocacy, and visibility of NORCAP’s impact.
Manage budgets and resources responsibly, ensuring cost‑efficient delivery and achievement of key metrics, targets, and compliance requirements.
You will work closely with:
Section for Partnership, Quality and Programme Support on strategy, business development, donor relations, grants management, and M&E.
Section for Emergency, Protection and Resilience, and NRC Programmes, on coordination, learning, and joint programming.
NRC Partnership & Policy Department on advocacy and external communications.
NRC Legal, HR NORCAP, and other NORCAP sections on compliance, workforce planning, coordination and information sharing.
Relevant teams across the wider NORCAP Department to ensure coherence and collaboration.
To excel in this role, you should possess the following qualifications and skills:
Higher education in a relevant field, and a minimum of five years of senior leadership experience in climate action, peace, democracy, or related international fields.
Proven track record in programme and project management, organisational development, and strategic planning.
Demonstrable results in fundraising, donor relations, and building strong external partnerships.
Experience managing resources, budgets, and portfolios to achieve measurable outcomes.
Strong communication skills in English and Norwegian; additional languages are an asset.
Ability to motivate, lead and support colleagues, with experience in inclusive line management.
