Manager
The INTOSAI Development Initiative (IDI) supports Supreme Audit Institutions (SAIs) in developing countries to sustainably enhance their performance and capacity. As a trusted provider of global public-sector auditing and governance support, IDI works across regions to strengthen accountability, transparency, good governance, and SAI independence.
IDI’s Governance department helps SAIs build effective governance and internal management systems while advocating for and protecting their institutional independence. We also work bilaterally with specific SAIs, in particular such in fragile country contexts.
We are now seeking a motivated and collaborative person to join us as a manager in our Well-Governed and Independence work streams. The position is suitable for candidates with some practical or academic experience in public-sector governance, organisational development, public financial management, or SAI-related capacity development.
The manager will contribute to the design, implementation, and monitor global, regional and country-level initiatives that promote well-governed, strategically managed, and independent SAIs.
You will work closely with colleagues and partners in a multicultural and highly collaborative environment, engaging with diverse stakeholders and contributing to knowledge development and organisational learning. The role offers opportunities to innovate, develop professionally, and make a meaningful contribution to strengthening public-sector governance worldwide.

Duties and responsibilities
- Contribute to the planning, design, and delivery of initiatives and projects under the SAI Governance department’s three work streams: Well-Governed SAIs, SAI Independence and Bilateral Support.
- Support SAIs with technical advice, training, facilitation, and peer exchange
- Contribute to the development of guidance materials, tools, case studies and knowledge products.
- Monitor and assess initiative progress, risks, and results, ensuring alignment with IDI’s strategic priorities.
- Support internal learning, innovation, and cross-work-stream collaboration within IDI.
- Contribute to IDI’s reporting to governance bodies and donors, and to organisational development priorities where needed.
Qualifications and experience
- University degree in a relevant field, such as public administration, political science, public financial management, international law, organisational development, auditing, international development, or a related discipline.
- Typically 3–7 years of relevant experience in public-sector governance, capacity development, or public-sector reform; experience in organisational management, institutional strengthening, or strategic governance is an advantage. Relevant academic or research experience may be considered in lieu of practical experience, and applications from recent graduates with an advanced degree (Master’s or PhD) are welcome.
- Demonstrated experience in managing projects or components of projects, including planning, coordination, and reporting.
- Strong analytical and writing skills, with experience preparing reports or knowledge products.
- Experience in delivering training or capacity-development initiatives is desirable.
Skills and personal attributes
- Ability to work effectively in multicultural and virtual environments.
- Excellent communication and facilitation skills.
- Proficiency in English (written and spoken); working knowledge of French, Arabic, Spanish, or another partner-region language (e.g. Russian or Portuguese) is an asset.
