Founded on the belief that a country’s natural resources belong to its citizens, the Extractive Industries Transparency Initiative (EITI) brings together governments, civil society, and companies to improve natural resource governance. With over 50 member countries and 60 supporting companies, the EITI promotes transparency, accountability and informed policymaking in the extractive sector.

Based in Oslo, Norway, the EITI International Secretariat comprises a collaborative and multilingual team of around 50 professionals who value growth and development. The Interim Country Officer for Europe will join us on a one-year contract. The role sits within the International Secretariat’s Europe Team and reports to the Europe Regional Director and Outreach Coordinator. The position is available immediately.
Who you are
We are looking for a person with an organised, structured approach to information management, resourcefulness in conducting research and attention to detail in ensuring the accuracy and timeliness of record-keeping for EITI implementation.

Duties and responsibilities
- Support EITI implementation in seven European countries, including analysis of EITI reports, online disclosures, work plans, progress reports and other key documents.
- Coordinate bilateral and regional meetings, peer exchanges and capacity-building activities, including scheduling, preparation, notetaking and follow-up.
- Support the Europe Regional Director and Outreach Coordinator with country stakeholder engagement including responding to requests from national secretariats and MSG members.
- Conduct research and analysis on natural resource governance in the region, contributing to regional strategies, work plans, publications and other documentation.
- Support EITI Validation processes, including preparation, report analysis, stakeholder consultations, background research, notetaking and document management.
- Support EITI membership outreach, including work with the Board’s Outreach and Candidature Committee, outreach reporting, planning of meetings and missions, and monitoring of results.
- Contribute to project management, including donor reporting, partner communication, meeting coordination, follow-up and monitoring of project results.
Qualifications
Required
- Bachelor’s degree, preferably in social science, international relations or a related field.
- Excellent command of written and spoken English.
- One to three years of professional work experience in natural resource governance, energy, the extractive industries, government, civil society or a development agency within the European region.
- Experience with teamwork, multi-tasking, project administration, prioritisation and internal coordination across departments.
- Research skills, including the ability to analyse policy and technical documents and summarise key points.
- Strong written communication skills, including accurate notetaking and preparation of concise summaries of stakeholder meetings.
- Responsiveness to questions and information requests from stakeholders.
Desirable
- Experience in technical work related to the EITI Standard, such as data analysis, fiscal regimes, regulatory frameworks, public financial management and the operations of state-owned enterprises.
- If there is no previous experience with the EITI Standard, ability and interest to quickly master the technical details of the EITI Standard.
- Excellent command of Norwegian, German, Dutch or another European language.

The Secretariat can offer employment in Norway based on the Norwegian salary structure. Indicative gross salary benchmarking suggests an annual range of NOK 540,000 - 550,000.
