Background

In June 2020, the CEPI Board endorsed the Secretariat’s recommendation to develop an investment case and strategy for CEPI’s replenishment, to raise funds for the next CEPI strategy period, running from 2022-2026. CEPI will not only seek to secure traditional public sector and philanthropic grant funding, which will be core to CEPI’s replenishment, but also build on the experience of financing vaccine development and manufacturing for COVAX through issuance of vaccine bonds via financing platforms such as the International Finance Facility for Immunisation (IFFIm), as well as explore ways to partner with multi-lateral development bank financing instruments. It is envisaged that a series of preparatory and financing events in support of CEPI’s replenishment process will be organised in 2020 and 2021 to bring in this new funding. In order to successfully develop and execute the replenishment strategy and related events, the Secretariat will occasionally require the services of a consultant / small consultancy team.


Aim

The consultant / small consultancy team might be called upon throughout different stages of the replenishment process, for example to support the development and framing of the investment case that underpins CEPI’s new strategy (2022-2026), including advice regarding the strategic roll-out, or in relation to support with the replenishment strategy and roadmap.

Moreover, the consultant / small consultancy might be called upon by the CEPI Resource Mobilisation and Investment Relations team to support the design as well as assist with part of the execution of a series of preparatory events aimed at raising additional awareness of CEPI’s achievements and building support that will be solidified during a replenishment event in the third quarter of 2021.

These events will be organised around important international engagements, like summits of the G7 and G20, or as stand-alone events where useful, to present CEPI’s work so far (especially the response to COVID-19 and the COVAX facility) as well as its strategic plans going forward. The consultant / small consultancy team might also be called upon to help CEPI cultivate support from Heads of State to draw in new investors and renew commitments from current investors. 


Consultant Qualifications

Eligible tender submissions can be accepted from either individual consultants, or by consortia or contract research organisations (partnerships or consultancy firms). To be considered for a contract awarded under this tender, all tenders must meet the following criteria:  

  • Extensive experience in Resource Mobilisation, including replenishment-based fundraising;
  • Significant experience with advocacy operations and;
  • Strong diplomatic skills and excellent communication skills, as well as the ability to work with people in government, Heads of State, philanthropic institutions, the private sector, civil society, and media.  
  • A good understanding of the international public health ecosystem and CEPI’s role within it.
  • Significant knowledge of the funding/aid landscape, including both traditional and emerging donors, as well as philanthropic institutions and the private sector.
  • Demonstrable experience in the planning and execution of high-level events.
  • Concrete experience with the organising of replenishment conferences is a significant advantage.
  • Proven ability to work with global partnerships or other complex, matrixed organisations operating in a fast-paced and multicultural environment.
  • Documented capabilities in terms of resource and time management, as well as the ability to prioritise and to work simultaneously on a wide range of tasks. 
  • Professional level of spoken and written English.  
  • Ability to travel internationally, as appropriate, safe and necessary.
  • Individual consultants must be able to commit to the priorities and time-requirements of this assignment. Consortia, contract research organisations (partnerships or consultancy teams) must have the ability to mobilise resources to satisfy the needs for this assignment.  


Duration

The expected duration for a contract awarded under this Request for Proposals is up to 31 Dec 2021, with the option to renew, replace or terminate, based on the needs of the replenishment process. There is a desire for the successful consultant / consultancy team to assume work as soon as possible.
