The Norwegian Refugee Council delivers high-quality aid, protecting people forced to flee and supporting them as they build a new future.  NRC works in new and protracted crises across 30 countries, providing food assistance, clean water, shelter, legal aid, and education.

NRC's Project Cycle Management Framework (PCM) guides how NRC manages its programmes and projects to achieve its mission.
 
The Strategic Planning and Development Section SPD is part of the Organisational Development Department. SPD is responsible for developing NRC's PCM framework, ensuring that it provides a LEAN, efficient and effective way of managing programmes and projects, and continuously developing it according to the organization's needs. SPD is also responsible for managing change processes in relation to the operationalisation of the framework, for establishing cross departmental work as a standard and for driving a Centre of Excellence way of working drawing resources from across the organisation.  

The Senior Adviser PCM is responsible for SPD's role mandate in relation to PCM as described above.  

Duties and responsibilities

Being global lead on PCM, which implies leading the global efforts on continuously improving the framework, developing new versions of the framework (ex. PCM for HO), leading the 'centre of excellence' function for PCM, ensuring full operationalisation of the PCM framework and providing expert advice to senior management at all levels on PCM. 

Specifically:

  • Lead the development of new versions of the NRC's PCM framework, including designing, project planning, project management and implementation. The next priorities for the organisation are frameworks for Head Office, Representation Offices, Regional Offices and partnership projects.
  • Lead the Centre of Excellence for PCM. The centre is responsible for updates, adoption by Country Offices, monitoring framework use at Country Offices, and capacity building support.
  • Lead the work on updating the content in PCM, i.e. work with global functions to ensure global documents are in line with requirements from the PCM framework.
  • Drive change management as part of operationalising the PCM framework at all levels, and work closely with senior managers at all levels to ensure this.
  • Lead the work of assessing the status and usage of PCM, and advice senior managers at all levels on creating accountability to the usage of PCM.
  • Manage and update the PCM documentation, including web sides, information material, guidance and tools.
  • Lead in the development of standard processes that inputs into the further development of Cycles.

Qualifications

  • Minimum 5 years of relevant experience in a relevant field (e.g. project management, change management, organisational development).
  • Experience with programme implementation is required.
  • Knowledge of and experience with different NRC departments is strongly preferred.
  • Experience from working with complex projects is required.
  • Professional knowledge of project management, M E and organisational development processes.
  • Fluency in English, both written and verbal
  • Field experience
