Head of Climate and Energy Unit

Duties and responsibilities

The Head of Unit is responsible for management and scale-up of the program portfolio, and new project developement, within the areas of resilience and disaster risk reduction/ management (DRR/M), clean energy and climate change adaption. The position is responsible to drive the strategic development of these portfolios. S/he ensures development of new partnerships and donor relations. The Head of Unit has line management of the unit staff members.

The Head of Unit's main responsibilities includes:

• Line management and professional development of unit members
• Overall budget responsibilities of unit's portfolio
• Drive strategic development of new projects and partnerships within the area of climate, resilience, DRR/M and clean energy, including fundraising, project design and development
• Develop, follow up and report on strategy and action plans in line with the NORCAP Strategy
• Project Management of the climate services project funded by Norad and other donors and overall management of the other projects/initiatives in the unit
• Responsible for the maintenance, development and quality assurance of all partnerships relevant for climate and resilience, including strategic partnership with the World Meteorological Organization (WMO), the Global Framework for Climate Services (GFCS) and its partners
• Ensure compliance with NRC's overall strategies, policies and procedures within the section
• Ensure our pools of experts consist of relevant expertise, based on partner dialogue on capacity needs, and identify development and training needs of experts/communities of practice
• Contribute to collaboration between different sections/departments of NRC, and participation in relevant working groups
• Quality assurance of the grant management cycle, overall compliance and contracts
  
• Implement(ation of) results-based management, including documentation and visibility of results
  

Qualifications

• University degree within a relevant field of study (e.g. Climate change, Resilience, Political Science, Human Geography, Social science, Humanities and/or Management)
• Minimum 5 years of relevant work experience including strategic leadership and management responsibility
• In-depth technical knowledge of the climate and clean energy areas
• Demonstrated experience from project management, project design, planning and budgeting processes
• Hands-on experience in grants management, including financial and narrative reporting 
• A proven track record of successfully developing proposals, concept notes and annual plan/reports
  
• Fluency in English, both written and verbal
• Experience from international work, knowledge of the UN system, as well as humanitarian principles is an asset
  
• Knowledge of French and Norwegian is an asset
• Experience with standard?ICT office?systems?and tools?

• This is a permanent position located in NRCs Head Office in Oslo/Norway. Remote working is not an option for this role.
• Preferred start date as soon as possible. 
  
• This position is a Grade 10 in our organisation with a minimum salary of 588,000 NOK per year
