Tasks and Responsibilities

 

  • Manage needs assessment exercises designed to assess local law enforcement requirements.
  • Develop and implement technical assistance in developing and implementing national strategies in line with international standards and best practices.
  • Set priorities and develop guidelines for all Mission related law enforcement project activities.
  • Make recommendations to law-enforcement agencies and criminal justice institutions on developing and implementing national strategies and annual action plans.
  • Manage all relevant training activities and/or specialized assistance to local partners in the security sector.
  • Identify and address structural needs in strategies, organizational change processes, legislation and institutional development for stakeholders and partners.
  • Report to Programme Manager on relevant policies.
  • Develop and maintain strong working relations with Government officials, national authorities, civil society and the international community.
  • Ensure gender mainstreaming in the programme.
  • Directly supervise three staff members.
  • Act on behalf of the Security Co-Operation and Governance Programme Manager in his/her absence.
  • Perform related duties as assigned.

 

Mission Specific Requirements

 

Mandatory:

  • Extensive experience in the field of security sector governance and reform and politico-military affairs in relevant national and international agencies.
  • Experience in the following areas: strategic development and planning, programme management, staff supervision.
  • Comprehensive understanding of both the security sector situation in Montenegro and the overall political situation.
  • Good understanding of policy matters in relation to the security sector reform agenda
  • Demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security.
  • Experience of memorandum and report writing.

Desirable:

  • Previous international policing experience in the areas of Advance Passenger Information (API) and Passenger Name Records (PNR), Cyber Security, combatting illegal migration and police training and development.
  • Experience in working with host country authorities, civil society and other relevant international partners.
  • Knowledge of political developments within the region, including the legislative framework for police reform issues in Montenegro.
  • Knowledge of the key OSCE commitments in the "Politico-military dimension".
  • Working knowledge of the local languages
  • Knowledge of other OSCE official working languages

 

Field of Expertise & experience

 

  • First-level university degree in security studies, law or political science, or police and/or military equivalent.
  • Minimum of ten (10) years of progressively responsible professional experience in the criminal justice system, law enforcement and/or working with security sector reform.
  • Experience in international development, international relations or project management, including planning, budgeting, implementation and evaluation.
  • Knowledge of International Police Standards and human rights.
  • Good drafting skills and the ability to tailor reports and presentations.
  • Ability to compile and analyse information.
  • Negotiating and interpersonal skills.
  • Professional fluency in English including excellent oral and written communication skills.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views.
