Grants and Compliance Manager Sudan
NCA started operations in Sudan in 1972. Through this long-term commitment NCA has gained valuable credibility as a reliable and results-driven organization with an in-depth contextual understanding of Sudan, and with capacities for flexible and adaptive programming and thematic complementarity. NCA's 2025-2029 Country Strategy for Sudan has defined an integrated, multi-sectoral approach within long-term development, humanitarian response, and peace - with a crosscutting approach towards strengthening civil society and building social cohesion - with a focus on working through partners. NCA has a coordination office in Port Sudan with a field office in Gedaref and works to support partners and their activities in Gedaref, White Nile, Kordofan, and Darfur states.
As our new Grants & Compliance Manager, you will oversee effective management of NCA Sudan grants throughout the project period, working in close collaboration with program team, procurement and logistics team and Finance department. This includes high quality donor reporting, leading donor project audits and budget leadership for proposal development processes. The position also plays a critical role in building staff capacity in grants management processes and compliance at NCA and Partner level. As our Grants & Compliance Manager, you will report to the Sudan Head of Finance.
The position is a two-year contract, based in our field office in Gedaref, with periodic travel in Sudan. Please note that Sudan is classified as a high-risk area and is a non-family duty station.
Duties and responsibilities:
Grants Management and Compliance
- Develop and oversee over a system to document/systematize multiple donor grant and other requirements and to monitor NCA and partners' compliance to the same.
- Participate in donor proposal development processes to help understanding of donor requirements, track grants acquisition and work to harmonize donor requirements with NCA standards where possible.
- Support due diligence processes and back donor requirements in NCA and in partner organizations.
- Ensure partners' compliance with donor requirements and to NCA partner agreements through regular follow-up and monitoring visits.
- Support program team in the preparation and implementation of annual priorities for regular partner reviews, training, and monitoring visits.
- Review of partners' financial reports (periodic reports and Annual audited financial reports) and work with program team to ensure alignment with projects performance report.
- Ensure and support regular partner assessments, develop annual plans for capacity building and set priorities for implementation in close cooperation with other units and within NCA partnership policy guidance.
- Review and monitor preparation of donor reports and partner annual checklist.
- Take part in budgeting processes in coordination with program staff and other stakeholders.
- Ensure that NCA staff have good understanding of their role as well as donor requirements and NCA Budget processes and procedures.
- Lead the process of budget development for proposals.
- Lead the process of budget review for partner proposals.
- Support monthly and year-end closing.
- Support timely and efficient payments and review and control bookings in Maconomy.
- Provide monthly and quarterly reports on the follow up of internal controls.
- Lead donor project audits and support the preparation of annual institutional audits.
- Support building of the financial capacity of NCA finance and programme staff to enable quality and efficient financial management.
- Plan implement and monitor partner financial capacity development.
- Provide technical support to finance staff and programme staff.
- Other tasks as assigned by Head of Finance.
Qualifications:
- Relevant higher education in finance, accounting, administration, or another relevant field.
- Minimum 5 years in a management role, with relevant experience in grants management and/or financial management in humanitarian or development programs. Experience of project cycle management, budget management and participatory planning.
- Proven experience in budget development, project accounting, and donor reporting, especially for donors such as Norad, EU, ECHO, UN or similar. Knowledge of donor policies and requirements from major humanitarian donors such as, but not limited to UN agencies, ECHO, USAID, etc.
- Experience with internal control and audit processes, including donor audits.
- Experience working with and building the capacity of national partner organizations. Experience with training and mentoring of staff.
- Experience of working in complex and fragile contexts, preferably in conflict or post-conflict settings. Work experience in the region is an asset.
- Strong understanding of financial systems and experience with ERP systems such as Maconomy or similar.
- Excellent verbal and written communication skills in English. Arabic is an advantage.
