The Norwegian Red Cross is seeking a Regional Finance Coordinator for our Europe Team at the level of a senior advisor. The purpose of the Regional Finance Coordinator is to provide operational support related to finance for NorCross programmes and partnerships in Europe, as well as contributing to strong internal control and financial management environment in the region, especially in Ukraine.

This is a permanent position in Oslo, but the position will require travel to Ukraine. You will be a key member of the Red Cross team delivering lifesaving humanitarian support to vulnerable people affected by war and crisis.

We are seeking a dedicated, experienced and detail oriented person able to provide support that offers an added value to a team across different locations. The work will require hands-on and detailed financial management support to be applied in a context with significant risks, while also having personal abilities to develop colleagues.

Tasks and responsibilities

Key responsibilities for the Regional Finance Coordinator include:

Operational finance support: Operational support on finance related matters, incl. practical budgeting, control and advice to RO, CO and partners across region, enabling them to manage Norwegian RC accounts optimally and in a timely manner.

Internal control: Ensure internal control and financial risk management at regional and country levels, including oversight of mitigating actions and management of fraud/corruption cases (this includes regular spot checks)

Capacity building of finance staff: Contribute to onboarding, training and capacity building of staff in NorCross standards and procedures

Financial reporting: Ensure financial reporting meets established procedures and timelines at RO and CO level

Accounting – prepare & verify: Prepare and verify vouchers, invoices and payments within the region in accordance with the Accountability matrix

Transactions and transfers: Ensure all RO and CO transactions are appropriately processed. Plan, execute and follow-up all matters related to transfers/cash disbursements to CO and partners

Financial management of international pledges: Financial management and follow-up related to pledges to IFRC and ICRC in Europe region

Qualifications

  • Five years of relevant experience
  • Advanced knowledge of accounting concepts, financial management and reporting applications
  • Experience in active risk management related to finance
  • Advanced experience and understanding of internal control and compliance
  • Experience working in an international audit or accounting firm is an asset.
  • Degree in finance/accounting/ administration/economics or similar qualification is an asset
  • Professional qualification in accounting (ACCA, Chartered Accountant, CPA or equivalent) is an asset
  • Regional language and/or experience is an asset
  • Experience from the humanitarian sector, especially the Red Cross Red Crecent, is a strong asset
  • Personal suitability will be given special consideration
