Permanent position as Programme Officer (PO) available in Bergen

We seek one Programme Officer to support the day-to-day functioning of the U4 team. As U4’s Programme Officer, you will be fully integrated in the U4 team, collaborating with the U4 Director, advisers, and the communications- and online training teams.

In particular, you will work closely with the Senior Programme Coordinator (SPC) playing a crucial role in the processes of planning, implementation, monitoring, and evaluation of the U4 Anti-Corruption Resource Centre.

This role requires a detail-oriented individual with strong organisational and communication skills, capable of multitasking and working effectively within a team.

This position is based in Bergen, Norway. The working language at U4 and CMI is English.

Job description

You will report to the U4 Director, and be part of a dynamic and international team (15 members).

The new Programme Officer will have the following responsibilities:

Project planning and coordination

  • Assist in the development of official documents such as activity reports, workplan and funding proposals.
  • Support in coordinating project activities, including scheduling meetings, team retreats, etc.
  • Maintain accurate and up-to-date project documentation, including contracts, agreements, and reports, including providing support to the SPC to be compliant with the GDPR regarding U4 programme documentation.
  • In coordination with the SPC maintain and update U4’s risk management and due due-diligence documentation.

Budget tracking support and other financial tasks

  • Budget tracking, budget adjustments and financial reporting.
  • Prepare and follow-up contracts for commissioned work.
  • Assist in the monitoring and follow-up of invoices, payments, bill advances and reimbursements of the U4 programme.

Monitoring and reporting

  • Assist data collection for project monitoring and evaluation (M&E) as well as managing the processes for data entry, cleaning and analysis.
  • Contribute to the design of M&E tools, surveys, and data collection strategies.
  • Ensure alignment of M&E activities with project goals, objectives, and donor requirements

Other tasks

  • Assist the Senior Programme Coordinator and designated U4 adviser(s) in planning for internal and external events and ensuring their successful implementation.
  • Provide support in identifying opportunities to promote the work of U4.

Who we are looking for: 

Requirements

  • Bachelor's degree in a relevant field (e.g. Business Administration, Project Management, International Development).
  • Minimum one year's experience in project coordination or administration, preferably in a similar role.
  • Strong organisational skills with the ability to prioritise tasks and meet deadlines.
  • Excellent written and verbal communication skills.
  • Ability to work effectively both independently and as part of a team.
  • Attention to detail and accuracy.
  • Fluency in English as a working language

Desired qualifications and skills

  • A working competency in a second language (e.g. French, Arabic) is desirable.
  • Familiarity with Monitoring, Evaluation and Learning processes is an advantage.
  • Experience working with NGOs, non-profits, or international development organisations is an advantage.
  • Experience working with logistics and/or communications.

Location 

U4/CMI is based in Bergen, Norway. The successful candidate will work from Bergen. We offer home office agreements, allowing all staff to work up to two days a week from home office in Norway.

If the successful candidate is not a resident of Norway, CMI will provide information regarding how to apply for a work permit in Norway.

Recruitment process

  • Round 1 (first selection of applicants): 30–45-minute online interview.
  • Round 2 (short-listed candidates): 1–1,5 hour in-person interview in Bergen.
  • You will be requested to complete a written exercise.
  • Reference checks.
