NPA has since 1987 had an active engagement in Palestine where we were running a solid programme out of Gaza with 10 national staff under a Country Director. Since the escalation of the Palestinian crisis with the Hamas attack October 7th and Israel’s massive retaliation and war on Gaza, NPA’s Gaza office is in ruins and we are reorganising our operation with offices in Amman and Westbank and staff members in Gaza. NPA is currently providing and preparing to increase humanitarian response to the Gaza crisis, across the sectors of food security, protection/SGBV and mine action in addition to maintaining our long terms engagement with support to Palestinian civil society across Palestine.
To be able to meet the massive needs and support the country office we need to increase the programme advisory capacity for Palestine. We therefore seek a highly motivated Senior Programme Advisor with solid contextual understanding, technical competence and experience within both humanitarian response and long-term programming. Knowledge of mine actions is an advantage. The position will have a key role in coordinating support to the country programme, but also to actively engage in communication and advocacy related to Palestine.
As a Senior Advisor, you will join the Head Office team in Oslo with frequent travels to programmes and operations. You will be met with high expectations in a dynamic work environment. Together with the rest of the team you will support and develop a programme that is very important to us. Your main responsibility will be to ensure that strategies and plans are implemented with quality, effectiveness, relevance, and impact. The position covers programmes across the country programme’s portfolio of humanitarian response, development and mine action.
The position is based under NPA Department for Development and Humanitarian Cooperation, with additional reporting line to Department for Mine Action and Disarmament on all programmatic aspects relevant to mine action and disarmament.
The Senior Programme Advisor connects the Country Office (CO) and Head Office (HO). The position function as an advisor, supporter, and discussion partner, as well as a control for the CO, the departments, and the organisation in general for NPA’s development and humanitarian cooperation in the ascribed programme region.
In this position, your main responsibilities will be to contribute to:
- Development of NPA’s humanitarian, long term and mine action programmes in Palestine in line with NPA’s strategies and policies
- Coordination and provision of operational support and strengthening of organizational development
- Solid administration of the programme and documentation of results
- Advocacy, communication and networking related to the programme and the situation in the designated context.
To be successful in this role you must have:
- Relevant higher education or equivalent experience
- Minimum three years experience with humanitarian response and/or long term programme development, preferably partner based.
- Solid experience with fundraising, report, and proposal writing with very good oral and written presentation skills in Norwegian and English.
- Experience with management and administration
- Solid political understanding and knowledge of political dynamics related to both Palestine and the wider Middle East
- Multiskilled and flexible with the ability to provide both hands-on support and more strategic advice and guidance.
- Systematic with high working capacity and ability for high quality deliveries.
We consider it an advantage if you also have:
- Strong knowledge and/or experience with mine action and disarmament.
- Experience working with partners.
- Arabic language skills

This is a 2 year temporary position, with the possibility of further employment. The ideal start-date is as soon as possible, but we will be flexible for the right candidate.
