Are you a skilled and experienced Purchasing Manager ready to take on a challenging consulting assignment? Jefferson Wells is seeking a talented Tender/Project Purchasing Manager to join our team for a 12-month consulting engagement in Oslo, Norway.
Position Overview:
As a Tender/Project Purchasing Manager, you will play a pivotal role in managing and coordinating all purchasing activities related to multiple tenders and projects. Working closely with the Tender/Project Category Managers and the Tender & Project Teams, you will ensure the efficient procurement of a wide range of items, including electrical materials, mechanical accessories, equipment, installation services, manpower, and more. Your primary mission will be to uphold and adhere to the client's purchasing procedures throughout the duration of the assignment.
Key Responsibilities:
Purchasing Strategy and Planning:
- Manage one or more tenders or projects concurrently, following the Project Model and the Purchasing Operating Model.
- Collaborate with the Tender/Project team to determine subcontract structures and procurement plans.
- Ensure compliance with client contractual requirements specific to purchasing.
- Establish and maintain valid frame agreements for future use.
Supplier Engagement and Negotiation:
- Act as the primary point of contact for suppliers and bidders.
- Source new suppliers and oversee supplier qualification.
- Solicit quotes, analyze offers, negotiate agreements, and incorporate necessary clarifications.
- Focus on achieving potential savings and total cost of ownership (TCO) reduction.
Project Execution and Compliance:
- Monitor supplier performance, contracts, and deliveries to ensure high-quality project execution.
- Ensure compliance with ethical guidelines, competition laws, and company procedures.
- Report savings and performance metrics on a monthly basis.
- Contribute to risk identification within the supply chain.
- Uphold ethical guidelines and compliance programs.
Team Collaboration and Communication:
- Collaborate effectively with the Tender/Project Category Manager and other stakeholders.
- Participate in necessary team meetings.
- Actively engage in department meetings and assist in preparation when required.
Procurement Technology:
- Create purchase orders in SAP and approve invoices in Basware as per company rules.
Qualifications:
- Fluent in English.
- A Master's degree in Engineering, Business, or Supply Chain is preferred. Extensive experience in relevant positions may compensate for formal education.
- Minimum 5 years of experience in Procurement, Category Management, or Supply Chain with a track record of successful negotiations and commercial achievements.
- Strong negotiation skills, including experience with LRN, e-auctions, negotiation strategies, and physical auctions.
- Familiarity with various Sourcing and e-sourcing platforms.
- Proficiency in SAP is mandatory.
- Knowledge of BI & Ariba is an advantage.
