About the World Bank Group

Background

The WBG is the largest provider of development finance and solutions for human development working
with high?income, middle?income, and low?income countries to develop country?tailored solutions for
human development (HD) under the themes of education, health, and social protection and jobs. The
WBG Social Protection and Jobs (SPJ) Global Practice seeks to strengthen social protection systems to
reach the goal of universal social protection by 2030 and to promote better earnings opportunities for
the poorest households. These challenges are intimately related. The WDR 2019 on The Changing
Nature of Work focuses on the challenges linked to the shifting patterns of technology, including the
need to reform and strengthen social protection systems to facilitate universal coverage.

Well?designed social protection systems are critical components of poverty reduction strategies and are
also an important contribution towards achieving food security and nutrition, decent work and equitable
and sustainable livelihoods. They are also key instruments for crisis preparedness and response, to protect
the poor and vulnerable from shocks, including climate shocks and the distributional impacts of climate
policies, and to enhance the sustainability of foods systems. Social protection and labor systems have
developed an array of programs and policy tools designed to help people prepare for and cope with a
variety of shocks and adapt to changing labor markets.

The development of a human centric approach to social protection, climate change and food security
remains however quite recent, and there is a need to review and evaluate existing initiatives, share
knowledge about best practices, mainstream components into existing systems, identify gaps, and
further develop and evaluate innovative approaches. There is a need to invest more and better - both in
terms of coverage and adequacy of support, and in the knowledge required to improve further program
design and delivery mechanisms.


About the postition as Social Protection Specialist

For a two?year assignment, with a possibility of extending for a third year (if the Unit has space in its work force plan for years 4 and 5), we are looking for a specialist, to be embedded into the World Bank's Global Practice on Social Protection and Jobs (SPJ), who will help to strengthen the linkage between social protection, climate?smart agriculture, and food systems integrating socially, environmentally and
economically sustainable livelihoods and climate considerations in development planning and operational activities, by focusing on analytics, convening and revenue mobilization, communications, and strategic operations support to develop next generation tools and instruments.

The Social Protection Analyst will report to the Manager of the Social Protection Global Engagement Unit and will
work closely with key SPJ staff in the global unit (particularly the Social Safety Nets and Economic Inclusion Teams) and regional/country teams.


Duties & Responsibilities
  • Expand the evidence and analytics on the linkages between social protection and food systems, to support poverty reduction, food security and nutrition outcomes.
  • Conduct literature reviews and gather qualitative and quantitative information on social protection, food security, and socially, environmentally and economically sustainable livelihoods, that can help expand the overall knowledge base internally and externally.
  • Improve the adequacy and comprehensiveness as well as coverage, quality and responsiveness of social assistance programs and overall social protection systems (in line with SDG target 1.3) to further contribute to poverty reduction, food security and nutrition and support sustainable agrifood system livelihoods.
  • Strengthen economic inclusion of women, people with disabilities, minorities, indigenous groups and others and sustainable livelihoods in food systems.
  • Stocktaking and Lessons Learned from current SPJ interventions - analytics, lending, and convening - and ensuring they are reflected in the conceptual framework on the connection between social protection, food security, and climate.
  • Building capacity within the Practice and developing tools, methods, guidance notes to scale up/guide operations. This may include (coordination or development of) analytical work on emerging approaches.
  • Support in reviews and the development of materials and contributions, including to the analysis and dissemination of key products, briefings and events and the development of technical notes
  • Coordinate with other Practices within the Bank and other partners outside the Bank working on these agendas.
  • Contribute to materials and proposal writing that can help strengthen the presentation of the SPJs work on climate change, food security and sustainable livelihoods, in order to mobilize further resources for this agenda and for the Rapid Social Response Umbrella Trust Fund.
  • Contribute to key operations at the intersection of social protection, food security and climate change, as needed.

Note:
The selected candidate will not be assigned to programs involving his/her own government such as donor coordination and trust fund management.


Selection critera
  • Master's degree in economics, social sciences, food security, environment and climate change, or
  • a related area.
  • Several years of relevant experience, including policy advice, ideally also in the global South, in
    social protection with a link to food security and climate.
  • Technical knowledge in areas of social protection and safety nets, food security, knowledge of
    environment and climate change and environmental/climate policies a plus.
  • Strong quantitative and qualitative skills, including:
    • experience gathering, compiling, and processing data from various sources
    • skilled at the use of excel and PowerPoint, knowledge of STATA, R or GIS is desirable
    • previous experience working with household surveys, cleaning and harmonizing datasets or managing large databases is desirable
    • ability to conduct quantitative and qualitative analysis, and prepare succinct narratives
      based on the analysis
  • Excellent written and oral communications skills in English. Experience and skills in
    communications and design are desirable.
  • Strong organizational skills and ability to work under time pressure.

  • Drive for Results. Takes personal ownership and accountability to meet deadlines and achieve

  • Business Judgment and Analytical Decision Making. Analyzes facts and data to support sound,
    logical decisions regarding own and others' work.
