Data protection officer/Senior Adviser

Context

NRC believes in a world where the rights of displaced and vulnerable persons are protected during a crisis. We do this through our programs, where we provide assistance to meet immediate humanitarian needs, prevent further displacement and contribute to sustainable solutions. At the root of our programs are our solid technical expertise and specific sectoral knowledge aiming for the highest possible quality, whether in stand-alone or integrated approaches.

We are investing in developing an organizational "responsible data culture" in which data protection, and compliance with the General Data Protection Regulation (GDPR), are key elements. We are looking for a senior, experienced, strategic, high-energy, hands-on, results-oriented colleague, to help NRC move from principle to practice at an organizational level.

What you will do

You will play a major role in strengthening NRC's data protection awareness and practice. You will do this by contributing to the creation and dissemination of relevant policies and procedures as well as providing expert advice to NRC staff dealing with the processing of personal data in their work and systems. The DPO is supervised by the Director of Risk Management but will also report to the Deputy Secretary-General on relevant issues, and will present regular progress reports to the Senior Management Group. You will also produce an annual report to the NRC Board and be responsible for liaison and communication with the Norwegian Data Protection Authority (Datatilsynet), as the "supervisory authority" for Norway.

What you will bring

  • Expertise / advanced knowledge in national and EU data protection laws and practices including an in-depth understanding of the GDPR;
  • Desire to continuously learn and develop skills and knowledge in data protection;
  • Experience in developing instructional materials and delivering pieces of training;
  • Experience in using innovative approaches and technology in capacity building is an advantage;
  • Ability to write clear and easy-to-understand documentation and guidelines;
  • Previous experience as a Data Protection Officer or similar;
  • Understanding of the data processing operations carried out in humanitarian organizations;
  • Understanding of information technologies and data security principles;
  • Knowledge of the humanitarian sector and contexts in which NRC operates;
  • Ability to promote a data protection culture within an organization;
  • Fluent in both written and spoken English;
  • Fluency in Norwegian, and knowledge of French, Spanish, or Arabic is an asset
