The Norwegian Red Cross (NorCross) is part of the Red Cross Red Crescent (RCRC) Movement, the world's largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement's mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies.
NorCross is establishing a Global Surge Team with leadership, management and technical competencies for emergency response in complex environments, targeting Health Emergencies and Health in Emergencies.
We are looking for an experienced Clinical Health/Senior Medical Officer Profile to join our Global Surge Team. The Clinical Health/Senior Medical Officer Profile should be flexible and have the ability and willingness to travel extensively and be deployed to a physical demanding working environment in different contexts and work with various stakeholders. All members of the Global Surge Team must be able to deploy at short notice and spend up to 36 weeks per year overseas.
While not deployed, the Clinical Health/Senior Medical Officer Profile, as part of the Global Surge Team, s/he will be home based. Vacation, rest and recovery days and professional development will be accounted for as a part of the remaining period of non-deployment time.
Candidates who do not meet the requirements of EU/EEA citizenship and 12 hours proximity to Oslo, Norway will not be considered for this position.
The Clinical Health/Senior Medical Officer Profile in the Global Surge Team will play an important and contribute to strengthen the RCRC's emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises.
S/he will assume the role as a Senior Medical Officer in the event of an Emergency Hospital deployment.
S/he is responsible for the establishment and management of the emergency health response in line with agreed standards, policies and procedures, in close cooperation with Movement Partners, MoH and WHO coordination cell (where applicable).
S/he focuses on clinical health assessment, health risk identification and scenario planning that is used as basis for formulating and justifying the emergency health response and resource planning. S/He facilitates and supports the implementation and quality assurance of the Red Cross and Red Crescent Movement health response, as well as coordinates the Red Cross and Red Crescent Movement assets and activities for health response, communicates essential information to key stakeholders effectively and in a timely manner and takes the lead on an effective inter-agency coordination for Red Cross and Red Crescent Movement health response

Education:
- Degree in medicine with a postgraduate specialization (relevant specializations such as anaesthesiology, emergency room specialist, internist and GP would be an asset).
- Training/experience in hospital/health facility management an asset.
Essential experience:

Minimum 3 years' postgraduate work experience in a hospital/clinic, with demonstrated management experience.
- Minimum 5 years of clinical experience

Excellent understanding of humanitarian disaster response systems

Excellent understanding of the WHO EMT classification and minimum standards

Medical Data Management Expertise
Desired experience:
- Extensive field experience
- Experience of capacity building and coaching
- Advanced knowledge and experience with Infection Prevention and Control is an advantage
Other skills:
- Excellent command (written and spoken) of English. A working knowledge of Norwegian, French, Arabic or Spanish is desirable
- International driving licence (manual gear) is required.
- High level of ICT skills
Other requirements:
- A valid license to practice in country of residence.
- The Norwegian Red Cross will not sponsor visas. All applicants must have the automatic right to work in Norway. (i.e. EU/ EEA citizenship). We will check for evidence of your right to work at assessment stage.
- The employee must reside within 12 hours proximity to Oslo, Norway during the contract period
- The employee will be requested to provide a police certificate of good conduct before signing the employment contract
- Due to the nature of the work, candidates must be in good health and will have to pass a medical clearance before signing the employment contract

Roving position, home based while not deployed
Contract:
12 months, with possibility for extension
