We are looking for a talented and experienced security professional to lead the Security Improvement Program (SIP) in Norges Bank.

The Security and Crisis Management department (SCM) in Norges Bank has more than 30 employees and provides global governance, advice and support to both the central bank and the Goverment Pension Fund Global on security and emergency response & crisis management. 

Main tasks willl be to assess and advise on what the future demands of the Security and Crisis management department, based on the global threat picture and Norges Bank's needs. Recommendations shall be based on global best practises and standards. Approved recommendations from SIP shall in turn be implemented to uplift performance and quality in our department. SIP shall aim for a holistic security and emergency response approach, where quality, standardisation, simplification and clarity are important goals.

Main tasks 

  • Lead a project based organisation consisting of a small core team of security and response specialists from Norges Bank
  • Anchor SIP with key internal stakeholders
  • Engage internally and externally to gather neccessary information  and bring in neccesary competence from all relevant fields of expertise
  • Provide updates and recommendations to the Security Director and the Management Committee in SCM
  • Communicate progress and outputs to Norges Banks employees 
  • Lead implementation of approved recommendations where appropriate
  • Support on other SCM tasks and responsibilities as needed.

Qualifications

  • Significant global experience from larger organisations in the field of security and emergency repsonse, both tactically, operationally and strategically
  • Experience from standardisation and governance work in security and emergency response
  • Experience from monitoring and assessing global threats and trends
  • Extensive experience from conducting security and emergency response assessments, producing relevant plans, implementing such plans and ensuring that the plans are being used in daily operations
  • Course(s)/extensive experience in cyber security risk managent is required
  • Fluency in written and spoken English
  • Government background with international experience is an advantage
  • Bachelor or Masters degree - relevant experience may compensate for lack of formal education
  • Proficiency in a Scandinavian language is an advantage, but not mandatory
  • Being able to obtain a Norwegian security clearance is an advantage, but not mandatory.

Special requirements

Applicants must be of sound character with personal finances in order and we will require a security clearance in accordance with Norges Bank's rules. Applicants will be required to submit a police certificate of good conduct. Education and work experience will be verified.
