Do you want to lead the operational part of the inter-agency projects GenCap and ProCap? We are looking for a strategic Head of Operations with extensive experience in delivering high quality projects across several sectors. Experience in how to coordinate and lead interagency work with different partners, as well as experience with humanitarian Protection and/ or Gender Equality work is necessary. 

Background:

NORCAP is a part of NRC and contributes to solve key challenges within the humanitarian, development
and peace building sectors in order to make a change for people in need. Our ultimate goal is to protect the lives, rights and livelihoods of vulnerable people and communities. That means working to uphold their dignity, help build resilient communities and ensure peaceful transitions from conflict to democratic societies. Since 2005 and 2007 respectively, NRC NORCAP and OCHA have jointly managed the Inter Agency Gender Standby Capacity Project "GenCap" and the Protection Standby Capacity Project "ProCap", with the aim to developing and strengthening capacity in humanitarian operations to ensure gender equality and protection is central in humanitarian action, through providing technical and strategic support and expertise.

Following a 2019 Independent Review, the Project Management in NORCAP and OCHA decided on a
restructuring of the management functions and set-up for the two projects. A dedicated Senior Project Manager will be put in place with the IASC Support Branch in OCHA to ensure the overall management of the Projects. The Senior Project Manager will be fully supported by a Operations Manager in NORCAP responsible for developing and deliver on the overall operational objectives of the Projects. The Senior Operations Mamanger will replace the two previous Project Managers and will take on all management responsibilities for the projects previously held by the Head of Unit. The ProCap and GenCap projects will have a dedicated project team in NORCAP Protection and Gender unit supporting the Senior Operations Manager. 

Duties and responsibilities

The Head of Operations will facilitate and lead the development and implementation of all operational
aspects of the ProCap GenCap projects and is as such responsible for results and the use of resources for all operational sides of the projects, including planning, operational management and overview across all activities/themes. The Head of Operations is as such responsible for developing and achieving expected results of these two complex Inter Agency projects running across several countries and with an annual budget of 9 million USD. As responsible for all operational aspects of the Projects, the Head of Operations will be working closely with the Senior Project Manager for the projects who will be based with the IASC Support Branch in OCHA in Geneva. The Head of Operations is expected to successfully manage the implementation of these complex project by guiding the ProCap GenCap project team in NORCAP effectively. The project would also rely on a number of external stakeholders for its successful delivery and would be working with firm deadlines. The Head of Operations will report to the Head of the Protection and Gender Unit in Oslo. 

Key Responsibilites:

  • Lead implementation across the agencies/partners, including planning, operational management and overview across all activities/themes 
  • High level representation in the Inter Agency fora and the projects Advisory Board
  • Responsible for overall development, planning, implementation progress in line with the Projects' strategic framework, Re-Design process, annual work plans and grant agreement, including  use of resources and initiating corrective action where necessary
  • Lead the strategic change management process as outlined in the projects' ReDesign process  
  • Together with the Senior Project Manager, responsible for development of the projects' strategies and solutions/approaches to highly complex needs
  • Ensure that the project produces the required results within the specified tolerance of time, cost, quality, scope, risk and benefits. 
  • Key role in Strategy and policy development 
  • Provide technical guidance and advice and lead of the projects' team members (6).  
  • Budget holder and responsible for  management of expenditures against the budget , for activities in the projects' grant agreements that are under the responsibility of NORCAP

Qualifications

  • Advanced University Degree in Project Management, Business Administration, social science or other
    relevant degrees
  • Advanced knowledge and expertise within Project Management and documented progressive senior
    experience in managing complex projects
  • Influences and motivates others, both internally and externally, in relation to own area of expertise
  • Documented experience from humanitarian Gender Equality and/or Protection work
  • Documented experience from strategy work, project management and financial management
  • Documented experience from working at a strategic level and from leading processes
  • Documented results related to the position's responsibilities
  • Fluency in English, both written and verbal, knowledge of French an asset
  • Strong communication skills, both written and oral
  • A proven track record of being a well organised, timely and efficient manager
