Are you interested in a multi-faceted position within project management and organization development in an international environment? ICDE seeks to sustain and optimize its revenue sources and deliver a ERASMUS+ Knowledge Alliances project.

The International Council for Open and Distance Education (ICDE) is the leading, global membership organization that works towards bringing accessible, quality education to all through open, flexible and distance learning. 

The permanent Secretariat, located in Oslo, Norway, is seeking a Project and Development Manager in a full-time temporary position (3 years) for the project “European Network for Catalysing Open Resources in Education (ENCORE+)” (No. 621586) which commences in January 2021, as well as optimizing its operational business model internationally.

The project management role will constitute about 50 % of the position, while the remaining 50 % will be dedicated towards designing and developing ICDEs membership scheme, business models and revenue streams. Some international work travel will be required, and the candidate must be self-driven and flexible with the ability to multi-task and work outside office hours. Knowledge of distance and online education in general, and Open Educational Resources (OER) in particular, is an advantage.


Required qualifications and experience:

  • Relevant education at minimum Masters’ level. Relevant work experience or relevant professional certifications may compensate for the education requirement.
  • At least five years’ work experience.
  • Experience from organizations/institutions within the field of education.
  • Experience from EU project management and/or development (FP7/H2020/ERASMUS). ERASMUS+ project experience is an advantage.
  • Experience with business development.

Language requirements:

  • High proficient level in both written and spoken English.
  • Competencies in other European languages are an advantage.


We offer:

  • Annual salary of NOK 605,500 per year (3-year engagement)
  • Pension contribution at 4 % and holiday pay at 12 %
