In order to further support Plan International Norway’s ambition to be a leading organization for equal rights for girls and boys, we are looking for a dynamic and experienced profile to be one of our Program Advisers.

The position is of 12 months vacancy with possibility of extension.


You will join our Program and Influencing team in Oslo that consist of 12 engaged and professional colleagues. The department of Program and Influencing is responsible for the execution, follow-up and development of Plan International Norway’s development and humanitarian portfolio in cooperation with prioritized country offices, partners and donors

Main Responsibilities:

  • Responsible for identification and development of the projects and grants throughout the project cycle
  • Lead project follow-up and quality assurance of narrative and financial reporting in extensive collaboration.
  • Proactively identify, monitor, manage and or escalate risks related to project management and results.
  • Actively engage in partnership building with assigned Country Offices
  • Actively identify capacity gaps and technical support requirements for partners
  • Responsible for monitoring the developments in assigned countries and regions to support the position of our priorities and funding needs.
  • Contribute to our influencing work
  • Contribute to Plan International Norway’s strategy development process
  • Serve as focal point for all programmatic / strategic and operational interactions with Plan International's Regional and Country Offices.


Minimum Requirements for the position:

  • Bachelor’s degree in relevant field
  • Minimum of 5 years experience. Field experience required.
  • Fluent English, French an asset


Knowledge and Abilities:

  • Thorough understanding of development and/or humanitarian issues, particularly human/child rights, trends, challenges and opportunities.
  • Thorough knowledge of project cycle management and grant management, including budget follow up and proposal writing.
  • Strong ability to collaborate and develop to remain up to date on current trends
  • Ability to work within a project organized structure.
  • Knowledge of monitoring, evaluation, research and learning.
  • Excellent writing, editing, administration, and communication skills
  • Ability to multi-task and meet deadlines.
  • Strong problem solving and negotiation skills.
  • Knowledge and understanding of child rights-based and partner based programming, donor requirements, financial principles, and ability to represent towards external audiences, donors and government officials.
