The Norwegian Red Cross (NorCross) is part of the Red Cross Red Crescent (RCRC) Movement, the world's largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement's mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies.

NorCross is establishing Global Surge Team with leadership, management and technical competencies for emergency response in complex environments, targeting Health Emergencies and Health in Emergencies.

We are looking for an experienced Diversity & Inclusion profile to join our Global Surge Team. The Diversity & Inclusion profile should be flexible and have the ability and willingness to travel extensively and be deployed to a physical demanding working environment in different contexts and work with various stakeholders. The Global Surge Team profiles must be able to deploy at short notice for periods of up to 3 months and to spend up to 70% of their time overseas.  

While not deployed, the Diversity & Inclusion profile as part of the Global Surge Team will be home based within EU/ EEA/Switzerland. Vacation, rest and recovery days and professional development will be accounted for as a part of the remaining period of non-deployment time. 

Candidates who do not meet the requirements of EU/EEA/Swiss citizenship and 12 hours proximity to Oslo, Norway will not be considered for this position. 

The Diversity & Inclusion profile in the Global Surge Team will play an important and contribute to strengthen the RCRC's emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises through the integration and coordination of diversity and inclusion issues in operations. 

Responsibilities: 

  • Contributes to the design of operational strategies that include appropriate diversity and inclusion needs assessment? 
  • Guides the Surge team in the application of minimum standards and good practices in all aspects of the operations (IFRC Minimum Standards on Dignity, Access, Participation and Safety, ICRC Framework for Accountability to Affected Populations, ICRC Community Based Protection Approach)? 
  • Continuously assesses and plans actions based on evolving risks, vulnerabilities, needs and capacities - within the affected community and/or for the affected civilian population at large  
  • Maps and disseminates existing referral pathways for a multi-sector response to protection issues 
  • Highlights major diversity and inclusion concerns emerging from the operations to management to advocate for action? 
  • Represents the emergency response as assigned, including media, backdonors and other organizations as required within his/her area of expertise?

Education: 

  • Relevant university degree or equivalent qualification within a relevant field 

Essential experience: 

  • Experience with diversity inclusion/gender and diversity?analysis and/or mainstreaming in humanitarian action
  • Excellent understanding of Red Cross Movement standards on diversity and inclusion and proven skills in mainstreaming all applicable gender and diversity/inclusion standards into various sectors
  • Proven skills in training and capacity building on how to mainstream diversity protection, gender and inclusion concerns into operations and projects
  • Previous experience(s) within the Red Cross & Red Crescent Movement.  
  • Experience from different complex emergencies and contexts 
  • Proven successful management experience? 
  • Extensive field experience? 

Desired experience:

  • Experience of capacity building and coaching

Other skills:  

  • Excellent command (written and spoken) of English. A working knowledge of Norwegian, French, Arabic or Spanish is desirable
  • International driving licence (manual gear) is required.
  • High level of ICT skills 

Other requirements:

  • The Norwegian Red Cross will not sponsor visas. All applicants must have the automatic right to work in Norway. (i.e. EU/ EEA/Swiss citizenship). We will check for evidence of your right to work at assessment stage.
  • The employee must reside within 12 hours proximity to Oslo, Norway during the contract period
  • Due to the nature of the work, candidates must be in good health and will have to pass a medical clearance before signing the employment contract 

Place of service:
Roving position, home based while not deployed

Contract: 
18 months' contract, with possibility for extension
