Norwegian People’s Aid is seeking a Humanitarian Advisor

The Development and Humanitarian Cooperation-department of Norwegian People’s Aid supports local organisations across the world, in their efforts to create societies where power and resources are distributed more fairly. NPA works with local partner organisations in humanitarian response, and uses its own operational capacity as a leading mine action operator to provide protection against explosive weapons. Where there are few viable local alternatives for urgent response, we also provide direct humanitarian assistance

 

 Background     

In order to take this work forward we are looking for a Humanitarian/FSL Advisor with solid humanitarian field experience and ability to both support the development and roll out of our partnership model in humanitarian response and provide technical support to NPA’s FSL programmes. The successful candidate will be a part of the Programme support section in the Departent for Development and Humanitarian Cooperation in Oslo and work closely with country programmes as well as other technical and geographical advisors to support new and ongoing humanitarian responses.

NPA is currently developing a new strategy for 2020-2023. As a part of this process, the organization has decided to strengthen and expand its humanitarian work within the areas of Food Security and Livelihood (FSL), Protection/SGBV and Partnership cooperation and localisation

 

Main responsibilities

  • Support the development of humanitarian preparedness plans in all NPA country programmes
  • Set up and develop new humanitarian responses in cooperation with NPA’s country programmes and local partners
  • Develop tools and plans for start–up of partner led humanitarian responses
  • Coordinate NPA’s humanitarian team
  • Provide technical support to the design of NPAs FSL programmes globally, ensuring they are based upon high-quality needs assessments, are in line with NPA’s theory of change and contribute towards international best practice
  • Contribute to a number of organisational learning and capacity building initiatives, which aim to improve the quality of our Humanitarian work.
  • Support fundraising efforts by contributing to the development of high quality concept notes and proposals, participate in donor meetings and ensuring that gender, resilience and participation are mainstreamed into FSL programmes

 

To be successful in this role you must have:

  • University degree in Social Sciences or a Food Security and Livelihoods related discipline
  • Minimum of 3 years humanitarian experience, including at least 2 years field experience
  • Demonstrated experience in the design, implementation and management of FSL programmes in an international development/humanitarian context
  • Experience from humanitarian preparedness planning
  • Knowledge of institutional donors and a proven track record in developing funding proposals and reports for a range of institutional and other donors
  • Proven experience of working with local civil society partners
  • Excellent written and verbal communication skills in English
  • Ability to travel up to 30%
