The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world's largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement's mission is to save lives, alleviate human suffering, protect life and health, and uphold human dignity, especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.       The position Coordinator Sexual and Gender Based Violence (SGBV)/ Gender & Diversity (G&D) is placed in the Programme Unit at headquarters in Oslo, one of five units in the International Programmes and Preparedness department (IPP). The Programme Unit - including Norwegian Red Cross regional and country offices - develops and manages the long-term programme portfolio in support of RCRC National Societies, the International Federation of the Red Cross (IFRC) and the International Committee of the Red Cross (ICRC).  In line with the Norwegian Red Cross, International Strategy the focus of NorCross programming is on access to health in conflict and protracted crisis. The Norwegian Red Cross has for several years systematically improved how it mainstreams gender and diversity in all projects and is currently planning to expand its current health portfolio to include and integrate where possible and feasible response components for survivors of SGBV. This is an exciting opportunity to contribute to these efforts.     The purpose of the Coordinator SGBV/G&D position is twofold:  
  • Support Norwegian Red Cross regional and country offices in their efforts to strengthen and develop health services and referral pathways to complimentary medical or other support services for survivors of SGBV through their work with partner Red Cross/Red Crescent National Societies 
  • Contribute to improved quality of programmes by mainstreaming gender and diversity in health and wash programmes. This will be done by supporting Norwegian Red Cross regional and country offices in implementing existing Red Cross Movement Standards on Gender and Diversity in their work with partner Red Cross/Red Crescent National Societies in the field 
  The Coordinator will also advise on relevant community outreach and awareness raising activities, supervised and closely connected to health care providers, to strengthen referral paths and systematic referral practices.     Reporting to:  Team Leader Programme Support  Position is based in: Oslo, Norway with extensive travelling required (estimated at a minimum of 12 weeks per year).    Contract: Permanent      Main tasks and responsibilities 

Strategic responsibilities: 
  • Supports the integration and subsequently oversees implementation of SGBV components into existing health service delivery, supports building or strengthening referral pathways to complementary health and other services, in line with the survivor-centred approach. 
  • Advises on how to develop and strengthen community outreach and community-based health interventions to strengthen referral paths and systematic referral practices for SGBV. 
  • Enables regional and country offices to manage and oversee implementation of standard Health and WASH interventions adequately responding to identified needs and capacities of different population groups according to their sex or gender identity and other factors including  a.o. age, disability, social status, ethnicity, drawing on evidence based best practices and relevant humanitarian and technical standards. 
  Operational responsibilities: 
  • Builds greater awareness and understanding of SGBV, a survivor-cantered approach and the minimum requirements to build an SGBV response across NorCross and it is implementing partners as an initial first step to improve the quality of health response initiatives. 
  • Develops or strengthens professional health services and referrals to complimentary medical and other support services for survivors of SGBV based on WHO/UNFPA standards and other relevant international protocols and advises on appropriate medical care and mental health and psychosocial support for survivors of SGBV  
  • Ensures that NorCross SGBV programming is evidence-based and results-based 
  • Contributes to the integration of gender and diversity-sensitive strategies into planning, design, implementation, monitoring, evaluation and reporting on programs and interventions. 
  • Supports all Norwegian Red Cross health and wash professionals to apply the Minimum Standards for Gender & Diversity / Protection Gender and Inclusion and to work according to identified best practices.  
  • Undertakes systematic reviews of existing health interventions 
  We are searching for a person with the following qualities:  
  • University degree at Master level, preferably related to health and/or SGBV in humanitarian settings 
  • Experience with programming in humanitarian settings, including with gender and diversity mainstreaming  
  • Solid understanding of relevant support to survivors of SGBV, with a particular focus on medical support 
  • Experience with case management or with Clinical Management of Rape (CMR) 
  • Proven experience from project management  
  • Experience with working with the Red Cross Movement an asset 
  • English work proficiency is required; French or regional languages an asset.  
  • Willingness to develop a working proficiency in Norwegian (B2-Bergenstest). 
  • Very good ability to take initiative and accept responsibility
