Norwegian People’s Aid is seeking a Programme Manager within Protection

In the programme area of Development and Humanitarian Cooperation, NPA works in partnership with local organisations in a two-way cooperation to achieve the mission of these organisations to promote progressive changes. NPA also commits to strive for a world free from discrimination based on gender, and firmly believes that gender equality needs to be at the core of our work. NPA carries out advocacy in Norway and internationally, in cooperation with our partners and other likeminded international organisations and networks. Our activities in the humanitarian sector aim to support local organisations, who very often are the first responders in a crisis, to become better equipped to provide humanitarian assistance in situations of man-made or natural disasters. Protection and work on SGBV is at the core of NPA’s humanitarian policy.

Norwegian People’s Aid (NPA) has been working in Iraq since 1995. The country head office is based in Erbil, with several sub-offices in Iraq. From there NPA runs a multi-sector programme in relief, protection, humanitarian disarmament and long-term development. NPA established the SGBV Protection programme in Dohuk, with multi-donor funding, in 2016. The office currently supports operations and national partners in Dohuk and Ninewa.  

In this position your main responsibilities will be:

  • Direct supervisory responsibility (12 staff at the moment, with possibility of increasing number of staff). Project is currently implemented by four partners in two regions (Mosul/Ninewa and Dohuk).
  • Grant and implementation oversight (budget planning and execution, programme planning and execution, donor reporting, etc.)
  • Technical guidance, quality control and leadership of the programme team and technical direction, in line with the programme plans, to the partners.
  • Programme development and coordination with other PMs on technical and cross-cutting issues, and the overall programme integration.
  • Office management and administrative oversight of the support functions, security for the office and project locations, compliance and quality standards of key office functions.
  • Be a resource person for NPA both in Iraq and at HO level in relation to SGBV, gender equality and gender main streaming in the organisation.

To be succesfull in this role you must have:

  • Strong track record in developing and managing SGBV protection programmes, preferably in Iraq or in the region, with recognised SGBV/protection INGO.
  • Strong management experience (staff and programmes).
  • Practical experience and technical qualifications (advanced trainings, etc.) in relevant SGBV and other protection areas, and ideally other similar and/or complementing sectors (i.e., case management, PSS, general gender issues, community empowerment, economic empowerment, income generation, human rights, etc.)
  • Track record in successful programme development.
  • Solid grant management and compliance experience.
  • Experience working to promote gender equality and on advocacy initiatives.
  • Experience working with and to build the capacity of local partners.
  • Preferably Arabic speaker

Collaborative and good people skills, while maintaining the focus on deliverables, timelines and quality.

Well established programme with continued possibility for long-term funding, as well as with the opportunities for further expansion in terms of funding diversification, SGBV protection technical refining and possibly to add other complementary activities. NPA partners in this sector have done very good work and need further technical support but are well respected national and fairly professional entities. SGBV is a focus area of NPA according to NPAs newly adopted humanitarian policy.

Also, there is a very solid support team in place and well developed SGBV/Protection international and national networks and the community of practice in Iraq.

We offer five weeks annual holiday* plus one additional week off for expats. NPA provides three international flights home per contract year**. We offer a one year contract with the possibility of renewal.
