Our Programme department is seeking a new Programme Advisor - Humanitarian response, mainly for the region of West Africa.

Main Responsibilities of the position

  • Provide expertise and guidance within the assigned area of responsibility.
  • Responsible for participating in programme design and managing assigned grants in assigned countries throughout the project cycle in line with Plan International's program quality standards.
  • Lead project follow-up of narrative and financial reporting in collaboration with assigned relevant stakeholders.
  • Actively engage in the development of Country Strategic Plans and Regional Strategic Plans when needed.
  • Responsible for monitoring the development in assigned countries and region.
  • Contribute to capacity building at country, region and national office levels.
  • Participate in global processes within given thematic area when required
  • Provide thematic program support and quality assurance throughout the program/project cycle in close co-operation and co-ordination with Program Managers at field level when required.
  • Contribute to the mobilization of political and financial support through advocacy efforts and resource mobilization, including concept and funding proposal development.Actively contributing and participate in advocacy for political or thematic issues within area of expertise relevant for Plan Intl. Norway or Country Office's strategy.

Main Tasks

The programme Adviser will be responsible for programme follow up and programme design in Plan Intl. Norway’s programmes in West Africa, with particular emphasis on the Sahel and Lake Chad region. The programme portfolio is consisting of both humanitarian and development projects.
The role will be responsible for giving relevant input to strategic goals and to develop action plans within area of expertise and responsibility. The position will also actively engage in thematic networks and forums relevant to Plan Intl. Norway’s strategic priorities, including its influencing work.

The position is part of Plan Intl. Norway’s “Adolescent Girls in Crisis” working group.

Minimum Requirements for the position

  • Bachelor degree in relevant field of work required
  • Minimum of 5-10 years’ experience in related field. Field experience required.   


Desired Knowledge and Abilities

  • Experience from working in a child focused agency with child protection, gender based violence or sexual and gender based violence programming.
  • Familiarity with the region, with a demonstrated ability to apply theory into practice relevant to the context.
  • Demonstrable problem solving ability and ability to make principled but ethical decisions.
  • Thorough understanding of development and/or humanitarian issues, particularly human/child rights, trends, challenges and opportunities.
  • Applied knowledge of monitoring, evaluation, research and learning.
  • Thorough knowledge of project cycle management and grant management, including budget follow up and proposal writing.
  • Knowledge and understanding of child rights-based and partner based programming, donor requirements, financial principles, and ability to represent Plan Intl. Norway to external audiences, donors and government officials.
  • Excellent writing, editing, administration, and communication skills
  • Strong problem solving and negotiation skills.
  • Ability to multi-task and meet tight deadlines.
  • Fluency in French and English. Norwegian and additional languages is an asset
