In Plan International Norway's new strategy, Emergency response is one of the focus areas for the coming years. This position will be key in influencing its future direction. We are now searching for Norway's best Emergency Manager, to help us reach our strategic goals.

The position is in the Program Department, which consists of 14 employees. The program department is responsible for supporting and developing Plan International Norway's Programs in Asia and Africa.

Main Responsibilities
- Day-to-day co-ordination of the Programme Department work related to emergencies, i.e. ”Girls in crisis” in close cooperation with Program Director, thematic advisors, program advisors and MERL.
- Make Plan Norway’s Emergency Programmes visible in professional fora in Norway, including donors.
- Represent Plan Norway when positioning the organization towards external audiences.
- Co-ordinate with and participate in the Nordic Emergency partnership.
- Co-ordination of Plan Norway’s human resources related to EiE
- Focal point with regards to emergency issues.
- Identify opportunities for Plan Norway's engagement in emergency responses, including development of concepts and funding proposals in close co-operation with the Country Office concerned and assigned Programme Advisor.
- Close interaction with Institutional Partnerships for identifying and making use of funding opportunites.
- Provide technical support to Programme Managers and technical advisers in the program department in their follow up of emergency programmes.

 In agreement with Programme Director:

- Contribute to defining strategies and policies in Plan, in Norway and internationally
- Contribute in relevant national and international fundraising fora and Plan networks pertaining to emergency response.

Minimum requirements for the position
- Master’s degree required in relevant field. 
- Minimum of 5 years of relevant experience in Emergencies in the field of Education/Child Protection in Emergencies. Experience from working in Emergencies at both strategic and implementation levels, i.e. at field level an advantage.
- Thorough understanding of and experience from humanitarian action, particularly human/child rights, trends, challenges and opportunities, with a particular attention to Plan Norway’s programmatic priorities.
- Project Management experience
- Good overview over Norwegian and international Developmental and Humanitarian aid/policies.
- Familiar with concepts and initiatives like “Safe schools Declaration”, ECW etc.
- With reference to Plan Norway's strategy have strong abilities with employeeship (“medarbeiderskap”); keeping a professional approach to own tasks, the colleagues and the employer.
- Ability to work within a project organized structure.
- Excellent writing, editing, administration, and communication skills.
- Ability to multi-task and meet tight deadlines. Aptitude for creativity and learning new ways of doing things to remain up to date on current trends.
- Knowledge and understanding of child rights-based and partner based programming, donor requirements, financial principles, and ability to represent Plan International Norway to external audiences, donors and government officials.
- Norwegian, English and French fluency required
- Frequent travel will be required
