Oceaneering i seeking a higly motivated Purchasing Planner to strengthen our Supply Chain. The vacant position is located at our office in Bergen. 

The Purchasing Planner (PP) will, mainly but not limited to, be responsible for the local sourcing- and procurement strategy as well as order execution of goods and services. The PP will also be responsible for supporting the local business-lines and to understand their demand, requirement and expectations related to supply of goods and services. PP will work closely with and report to the regional SCM group in Stavanger to align and implement an appropriate sourcing strategy, but also in matrix work closely with and report to the Principal Operations Manager in Bergen.

The PP should plan and host frequently sourcing and supply review meetings with local business lines leaders, with the objective of better understand and support their operation.

Analyze and understand current demand and work with the projects and/or business-lines to ensure a common understanding of the sourcing strategy as well as technical, quality and commercial requirements.

The PP should cooperate with the other SCM resources to ensure the strategy is communicated, understood and to ensure delivery of right quality and quantity on-time, to agreed T&C. Ensure that standard and repeatable parts and its requirements is defined and prepared for a cost effective order execution. Cooperate with Inventory planning group to ensure right inventory settings. Manage local warehouse team.

The PP should act as the Buyer for new and ad-hoc non-standardized and non-repeated demand, but with the responsibility to structure and hand-over sourcing information to nominated resources, where future demand could occur and auto-ordering is applicable.

Functions

  • Collaborate with stakeholders to develop strategic sourcing plan to support projects and business lines.
  • Plan and manage projects and initiatives related to purchasing and sourcing.
  • Lead and manage negotiations and supplier selection to meet the business lines demand and expectation, as well as cost effective order execution.
  • Support the business lines in bidding and budgeting to support their business model and operation.
  • Drive supplier rationalization, standardization, and cost reduction opportunities.
  • Develop and maintain a strong long term business relationship with agreed nominated suppliers.
  • Support development of more efficient demand and order execution processes with nominated suppliers.
  • Work with the business line, the project and supply chain personnel to ensure safe and timely delivery goods and services that satisfy and meet all requirements.
  • Ensure compliance with HSE&QA requirements internally as well as externally.
  • Participate for preparing, maintaining and improving relevant procedures, processes and routines for department relevant activities.
  • Act as single point of contact with own suppliers and develop the relationship between the parties for the best of the company.
  • Establish bidders list, approve suppliers, submit inquiries and execute bid evaluation in accordance with processes and procedures. Issue purchase orders and follow up open orders and ensure effectively day to day communication with suppliers and requestors.
  • Establish Frame Contracts/Agreements and maintain an overview of the contractual situation between own suppliers and Company.
  • Measure and report OTD and other important figures related to the supplier relationship and deliveries.
  • Ensures that important marked information is shared with Business Lines and Management as appropriate.
  • Perform other purchasing, sourcing and general SCM related tasks as required.

 

Qualifications

REQUIRED

  • Five or more (5+) years in customer or supplier relationship management
  • Thorough familiarity with technical specifications, standards and quality and supplier documentation requirements
  • Commercial background and experience
  • Proficient with Microsoft Office, with focus on Excel
  • Working knowledge of ERP systems
  • English Fluent spoken and written

DESIRED

  • Degree in related field

 

Knowledge, Skills, Abilities, and Other Characteristics 

  • General understanding of Supply Chain and Logistic processes
  • Read and understand technical specifications and procedures or standards
  • Ability to develop inquiries and define requirements for bidders and suppliers
  • Ability to analyze, evaluate and understand risk and develop recommendation and strategies eliminate or reduce risk.
  • Ability to define bid evaluation criteria, lead evaluation teams and articulate and present a recommendation.
  • Ability to understand risk and opportunities with the supplier base.
  • Competence and skills to contribute in- and support seamless integration initiatives
  • Analytic skills
  • General good understanding of HSE and Quality Control fundamentals
  • Knowledge and experience with negotiations, contracts, laws and regulations
  • Ability to write reports, procedures and to hold presentation.
  • Some management and leadership experience
