A. General Information


POST TITLE: Gender and Harmful Practices Prevention Analyst (JPO)
 
SECTOR:  Gender, Human Rights and Culture Branch (GHRCB), HQ
 
DUTY STATION: New York

DURATION: One year, renewable

The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance.  It gives them an opportunity to acquire professional knowledge in population projects in a developing country. 


B. Supervision

The Coordinator reports directly to the Chief of the Gender, Human Rights and Culture Branch. The coordination of the Programme will be undertaken in close collaboration with the Gender-Based Violence Advisor within GHRCB. The incumbent will coordinate the Programme, and provide technical advice to all aspects related to the Programme, including monitoring and evaluation, knowledge development and sharing, advocacy, financial and substantive monitoring and reporting.

Content and Methodology of Supervision:

1. Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis.

2. The functions of all staff and what is required of the JPO and how this relates to the overall mandate of UNFPA will be explained.

3. All necessary information, rules, policies, equipment and other tools required will be provided.

4. The JPO will have opportunities to use his/her skills and abilities fully and to contribute to the work of the office to the best of his/her abilities.

5. Supervisors will take an overall interest in the JPO's development and provide encouragement and advice on how the JPO can realize his/her potential.

6. There are systematic opportunities for and expectations that the JPO expresses his/her views on work-related matters.

C. Duties and Responsibilities

1. Programme Management Support
? Provide substantive guidance and technical support on issues of gender equality and women's human rights in the context of sexual and reproductive health and rights within UNFPA as well as outside;
? Develop strategic and operational guidance in respect to the linkages between Human Rights, Gender Equality and Son Preference and Gender Biased Sex Selection;
? Coordinate the development and the implementation of the Programme at global, regional and country level;
? Coordinate the development of a comprehensive and integrated capacity building strategy for Monitoring and Evaluation in close collaboration with the Gender-Based Violence Advisor;
? Coordinate the utilization of programme indicators and indicator databases and update the database;
? Make recommendations for improving the monitoring and evaluation practices at national, regional and global level.

2. Capacity Development and Technical Support
? Build capacity of the Programme staff in Country Offices in the development of work plans, and adoption and use of results-based management, planning and reporting techniques and tools;
? Provide technical support to the Country Offices' focal point in the development of annual work plans to ensure the adequacy of analysis, activities, hierarchy of results, and use of performance and impact measurement methods and indicators;
? Prepare briefing notes and background materials to serve the information needs of senior managers, other UNFPA colleagues and relevant partners.

3. Knowledge management and Advocacy
? Manage communication activities related to the Programme, including updating and informing staff at HQ, regional and country levels on the Programme's activities, knowledge products and results;
? Coordinate and provide drafts for internal and external reporting processes;
? Working directly with the Fund's Media and Communication Division and outside partners, including for drafting, synthesizing as well as analyzing annual reports as needed;
? Synthesize and document experiences and lessons learned in working with the Programme, including through direct communication with regional and country offices;
? Initiate and manage knowledge production and publications processes related to the Programme;
? Identify innovative ways to communicate, and disseminate newly created tools and resources to staff and relevant partners;
? Contribute to resource mobilization for the Programme in collaboration with Resource Mobilization Branch.

4. Administration
? Coordinate logistical, administrative and budgetary arrangements required for the organization of technical workshops, inter-agency meetings, panel discussions, roundtables, steering committee and other events organized by the Programme in collaboration with financial and administrative colleagues at HQ, RO and COs;
? Monitor the financial and substantive progress of projects under the Programme ceiling;
? Maintain and update data on the Joint Programme as input to the Branch's project database.

D. Qualifications and Experience:
1. Advanced University Degree or equivalent in human rights, gender equality, gender-based violence, social development or other field directly related to the substantive area identified in the title of the post
2. At least 2 years of experience in gender equality and sexual and reproductive health and rights, and a human rights-based approach to programming. Prior experience in developing countries is an asset.
3. Fluency in English. Knowledge of any other working languages of the UN is an asset
4. Ability to write clearly and concisely
5. Strong analytical skills
6. Strong project management skills
7. Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds

- Provide analytical knowledge and develop assessment reports on the subject of harmful practices, cultural dynamics and population and development;

UNFPA Objectives

Organizational Setting
The Global Programme to Prevent Son Preference and Gender-biased Sex Selection: Improving the sex ratio at birth in select countries in Asia and the Caucasus aims to contribute to building on and strengthening evidence-based national policies and programmes in addressing son preference, low value of girls and gender inequalities resulting in gender-biased sex selection in identified countries of prevalence in Asia and the Caucasus. The main objectives of the Programme are to contribute to a reduction in the imbalance in sex ratio via : (a) expanding the existing knowledge based on existing son preference and sex ratio imbalances through demographic, socio-cultural, operations and policy research at national and regional levels; (b) strengthening multi-stakeholder and multi-sectorial national capacity for advocacy, development, implementation and evaluation of policies and programmes to address son preference and gender-based sex selection: and, (c) establishing an inter-regional mechanism to monitor trends, exchange information and tools, and maintain dialogue among affected countries through south-south and triangular cooperation.

This is a pilot initiative wherein activities of the Programme shall be carried out at the global, regional and country levels. Countries involved in the programme are Armenia, Azerbaijan and Georgia in the Caucasus: and Bangladesh, Nepal and Vietnam in Asia, where there is increasing evidence of a high imbalance of the sex ratio at birth (SRB), as deciphered from census and birth registration data.

The position as the Coordinator for the Programme is located in the Gender, Human Rights and Culture Branch (GHRCB) of the Technical Division at UNFPA Headquarters. The Coordinator reports directly to the Chief of the Gender, Human Rights and Culture Branch. The coordination of the Programme will be undertaken in close collaboration with the Gender-Based Violence Advisor within GHRCB. The incumbent will coordinate the Programme, and provide technical advice to all aspects related to the Programme, including monitoring and evaluation, knowledge development and sharing, advocacy, financial and substantive monitoring and reporting. The position will initially be for 1 year fixed term, commencing January 2017. This is a project funded post.

The Norwegian Ministry of Foreign Affairs finances a number of positions as Junior Professional Officers (JPOs) in multiple international organizations.


This position is open to Norwegian nationals only.


Education on master level and two years of fulltime post-master experience is required for all JPO-positions. Certain positions will require a minimum of 3 years working experience.


The applicants can be no more than 32 years of age.


The JPOs will be offered one-year contracts with extensions up to three years.
