A. GENERAL INFORMATION:

B. SUPERVISION

Overall Supervision by: Chief, GED/ILOAIDS

Direct Supervision by: Senior Specialist on Gender Equality and Non-Discrimination, GED/ILOAIDS

Content and methodology of supervision:

A one-year work plan will be agreed between the JPO, the direct supervisor and the Branch Chief within the first month of the assignment, taking into account the needs of the Branch, and the specific skills and experience of the successful candidate.

Weekly meetings will take place between the JPO and the supervisor to assess progress and discuss future initiatives on all work-items. In addition the JPO will take full part in all Branch, and departmental staff meetings.

As necessary, detailed instructions, guidance and coaching will be provided by the supervisor in respect of all the work items on the JPO's work plan. Over the duration of the assignment, and in particular during the second year, the JPO will be encouraged to take greater direct responsibility for the work items in his/her purview. However all work will be discussed with, and reviewed by the supervisor before completion.

The JPO will accompany and assist the supervisor in planning and carrying out missions, seminars, workshops, and meetings. As the assignment progresses the JPO will be encouraged to take the lead in organizing and undertaking missions etc. in consultation with his/her supervisor and the Branch Chief.

Performance management will be reviewed in accordance with ILO's Performance Management Framework, as applicable to Junior Professional Officers, i.e. an annual review and a mid-term review every six months, to be reviewed by the supervisor and ultimately agreed by the Branch Chief.

C. INTRODUCTION

The position is located in the Gender, Equality and Diversity & ILOAIDS Branch (GED/ILOAIDS) within the Conditions of Work and Equality Department (WORKQUALITY). WORKQUALITY is responsible for developing the ILO knowledge base on wages, working hours and other working conditions, and equality and diversity, and for providing integrated policy advice and capacity-building on inclusive and efficient labour market institutions and workers' protection, as well as labour migration issues. GED/ILOAIDS is responsible in particular for promoting gender equality, inclusion and respect for diversity in the world of work, and managing the ILO's programme on HIV and AIDS in the world of work. The various areas addressed by the Branch are central to the 2030 Agenda for Sustainable Development, in particular to ensuring that ?no one is left behind" in the implementation of this ambitious and transformative agenda.

The Branch strives for the elimination of discrimination, including based on gender, race, ethnicity, indigenous identity, sexual orientation and gender identity, disability, and HIV status. It provides advice, tools, guidance and technical assistance to constituents including with respect to promoting more inclusive workplaces and addressing discrimination, including multiple and intersecting forms. It also works with constituents to ensure that regulatory frameworks, policies, programmes and institutions are gender-responsive, and participates in United Nations inter-agency initiatives that promote gender equality and women's empowerment, as well as decent work for people with disabilities, and the rights of indigenous and tribal peoples. The Branch coordinates the ILO Action Plan for Gender Equality and oversees the ILO global Gender Network. GED/ILOAIDS also coordinates the ILO's Women at Work Centenary Initiative.

D. DUTIES AND RESPONSABILITIES

The JPO will carry out the following specific tasks:

· Support ILO gender equality initiatives, and draft inputs for relevant reports, including the women at work centenary initiative, in particular regarding the care economy, equal pay for work of equal value, and structural discrimination, and addressing marginalized groups· Assist in the preparation of the standard setting process on violence against women and men in the world of work, which has been placed on the agenda of the 107th session of the International Labour Conference (June 2018)· Assist in the review and analysis of the legal and policy frameworks for gender equality and diversity· Assist in monitoring and technically supporting gender mainstreaming in the ILO, including through the implementation of development cooperation projects· Assist in the development of training and advocacy materials and guidelines on gender equality and diversity issues in the world of work, including in coordination with the ILO International Training Centre in Turin· Assist in managing and implementing potential new development cooperation projects of the GED/ILOAIDS Branch, with a particular focus on initiatives related to gender equality and sexual orientation and gender identity· Support technical assistance and research on multiple and intersecting forms of discrimination, including based on ethnicity, gender, sexual orientation and gender identity, disability, HIV status, and indigenous identity· Assist in planning and conducting technical meetings, seminars and workshops· Contribute to the communication and information activities of GED/ILOAIDS· Participate in technical missions· Perform other relevant duties as assigned

E. QUALIFICATIONS AND EXPERIENCE

Education:

Minimum:

An advanced university degree in social sciences, law, international development studies, gender and development or related fields

Desirable: Experience with quantitative and qualitative research methods

Work experience:

Minimum:

· Two years' work experience, preferably in the field of gender equality and/or human rights

Desirable:

· Experience of working on equality and discrimination issues in a developing world context· Experience of working on issues related to equal pay for work of equal value, violence and harassment in the world of work, sexual orientation and gender identity, the care economy, or multiple and intersecting forms of discrimination· Experience of working with indigenous people's rights, the rights of persons with disabilities or persons living with HIV · Experience of designing and implementing, and analysing the results of social science research· Experience in labour and employment issues, such as labour law, collective bargaining, workers' rights.

Skills required for the assignment:

Minimum:

· A good knowledge of current debates relating to gender equality and diversity

Desirable:

· The ability to design and monitor development cooperation projects, including logical frameworks; and to appraise and monitor development cooperation projects· Experience and interest in working with international organizations

Languages:

Minimum:

· Excellent command of one working language of the ILO (English, French, Spanish)

Desirable:

· Good knowledge of a second working language of the ILO

ILO competencies:

The candidate is expected to demonstrate and be guided by ILO competencies, specifically:

· Good communication skills, both written and verbal, including the ability to draft clearly and concisely · Capacity to work on own initiative as well as cooperate as a team member· The ability to work in a multicultural environment and respect diversity· Gender-sensitive behaviour and attitudes

F. TRAINING COMPONENTS AND LEARNING ELEMENTS

Training components:

The JPO will have a training budget to be used on training activities relevant to the work being undertaken, and in consultation with the supervisor, will undertake training based on the professional development of the JPO and on the needs of the work being carried out in the GED/ILOAIDS Branch, i.e. project management, developing project proposals, research skills, gender equality and diversity workplace issues.

Learning elements:

During the designated period, the JPO will gain experience and develop knowledge and competencies related to the following:

? The UN system as a whole and how the ILO works and collaborates within the UN system;

? The tripartite structure and functioning of the ILO;

? The standard-setting process of the ILO;

? The design and implementation of development cooperation projects and programmes promoting gender equality and diversity;

? The promotion and implementation of International labour standards on equality and non-discrimination from a multi-disciplinary perspective;

? National legal and policy frameworks on gender equality and diversity of ILO member States;

? Networking and communicating in a multicultural setting and in an international organization.

G. BACKGROUND INFORMATION

The successful candidate will work predominantly on work related to gender equality and diversity as part of the Gender, Equality and Diversity & ILOAIDS Branch, and will also be involved in promoting an intersectional approach to equality and non-discrimination, with particular focus on indigenous peoples, persons living with HIV/AIDS and persons with disabilities, and in supporting the implementation of the cross-cutting policy driver on gender equality and non-discrimination, which is a key element of the ILO's Programme and Budget.

In particular, the candidate will be expected to work on the realization of the Women at Work Centenary Initiative, which has four main focus areas that are regularly identified as obstacles to decent work for women: 1) discrimination, including stereotypes, that undermines access to decent work 2) low pay and the absence of equal pay 3) lack of recognition, unequal distribution and undervaluation of care work 4) violence and harassment. Within the framework of the initiative, innovative research has been undertaken, including the Women at Work: Trends 2016 report that presents an in-depth analysis of the gender gaps in the world of work and explores the key policy drivers for transformative change, as well as the ILO-Gallup report, A Better Future for Women and Work: Voices of Women and Men, setting out the results of a global survey on the views and experiences of women and men relating to gender equality and discrimination in the world of work. A number of global dialogues have taken place, uniting experts and policy makers in discussions relating to the subjects identified under the initiative, with a view to determining innovative approaches, in order to close persistent gender gaps, and make gender equality a reality. In the coming years, the ILO will be transforming the outcomes of this research and the dialogues in to concrete results on the ground, in a variety of national contexts. The Women at Work Centenary Initiative is closely linked to the ILO's Future of Work Centenary Initiative.

The candidate may also be expected to follow up on development cooperation programmes promoting gender equality and diversity at ILO headquarters, Geneva, under guidance from the Senior Specialist and/or the Chief Technical Adviser. In particular, the JPO could be involved in the design and implementation of a new phase of the ILO's Promoting Rights, Diversity and Equality (PRIDE) project. The PRIDE project, funded by Norway between 2012 to 2016, researched good practices and discrimination faced by LGBT women and men under each of the four pillars of the ILO's Decent Work Agenda: Fundamental Principles and Rights; Employment Promotion; Social Protection; and Social Dialogue. A fifth component on HIV and AIDS is also included. While the project has now ended, demand for follow-up remains strong, and the ILO is continuing some of this work. However, in order to bring this work to scale, and to benefit fully from the strong foundation built through the PRIDE project, it is desirable to continue the work on LGBT(I) by promoting a new phase of the PRIDE project that would be focused on concrete responses to the challenges and recommendations collected in the former work.

The Norwegian Ministry of Foreign Affairs finances a number of positions as Junior Professional Officers (JPOs) in multiple international organizations.


This position is open to Norwegian nationals only.


Education on master level and two years of fulltime post-master experience is required for all JPO-positions. Certain positions will require a minimum of 3 years working experience.


The applicants can be no more than 32 years of age.


The JPOs will be offered one-year contracts with extensions up to three years.
