Role Description

The Lead Project Controls Manager is responsible for establishing and leading effective project controls across the project lifecycle, with particular emphasis on early-phase projects, bid development, pre-execution and execution

The role combines strategic and hands-on responsibilities, ensuring a robust foundation for cost, schedule, risk, and quality management in large and complex data center projects.

In early phases, the role is a key part of the Bid Team, supporting investment decisions through realistic schedules, cost estimates, and risk analyses. In pre-execution and execution, the role transitions into a lead function under the Project Manager, coordinating project controls resources as required by project size and complexity.

The Lead Project Controls Manager ensures alignment between schedule, cost, risk, quality, and contracts, enabling structured decision-making, transparency, and control on behalf of the owner.

Key Responsibilities

Bid, Early Phase and Pre-Execution

• Establish the project controls framework, assumptions, and governance structure.

• Develop integrated project schedules using OPC.

• Coordinate and contribute to project cost estimates, including overall and phase-based estimates.

• Facilitate qualitative risk processes and support QRA/QSRA where required.

• Ensure alignment between cost, schedule, risk, and contract strategy.

• Support bid evaluations through scenario and sensitivity analyses.

Pre-Execution and Execution

• Act as Lead Project Controls Manager under the Project Manager.

• Define and coordinate required project controls resources (planning, cost, risk, quality).

• Monitor progress, forecasting, and reporting for time, cost, and risk.

• Support change management, claims, and variations in close collaboration with the Contract Manager.

• Ensure compliance with project processes, reporting standards, and quality requirements.

Candidate Profile

• Solid experience in project controls within large construction or infrastructure projects.

• Strong understanding of the client (byggherre) role, preferably in turnkey or total contract models.

• Proven ability to work both strategically and operationally, especially in early project phases.

• Strong planning competence; experience with OPC is essential

• Experience with project controls systems; Omega 365 experience is an advantage.

• Collaborative working style with Project Managers and Contract Managers.

Preferred Qualifications

• Bachelor’s or Master’s degree in engineering, construction management, or related field.

• Certification within project management or project controls (e.g. PMI, AACE) is an advantage.

• Experience with QRA / QSRA methodologies.

• Fluency in English; proficiency in a Scandinavian language is a plus.
