Deputy Director Support & Operations - Finance Development Center
The Deputy Director (Support & operations) is the Centre Director’s principal counterpart for translating strategy into effective daily operations especially those related to support functions. The role ensures strong operational governance, people processes, workload management, risk mitigation, and financial sustainability mechanisms across the Centre’s global portfolio. The position works in close partnership with the Technical Lead and deputizes for the Director when required.
Arbeidsoppgaver
Ensure effective staffing, workload planning, succession and leadership development across all regions.Oversee Finance/financial management, operational systems, performance monitoring, reporting and quality assurance processes.
Coordinate people processes including recruitment support, performance management, staff wellbeing and duty of care.
Monitor operational risks, compliance and follow-up on mitigation measures in collaboration with relevant NoRC units.
Support governance processes, including preparation and follow-up for Steering Committee and Regional Oversight Committees.
Contribute to financial sustainability through resource planning, time-tracking, cost recovery and utilization monitoring.
Kvalifikasjoner
Education:- University degree in a relevant field such as business administration, organisational development, human resources management, , public administration, leadership or international development.
- Additional training in HR and/or leadership development or talent management is a strong advantage.

Experience:
- Minimum 10 years of relevant experience in operations management, HR/ organizational development, programme support or centre management in the humanitarian, development or similar sectors.
- Proven experience managing distributed teams across regions or locations, including line or matrix management of staff.
- Demonstrated experience with performance frameworks, workload planning and coaching, including leading annual performance cycles and development planning.
- Experience in designing or implementing succession models, leadership development or talent management initiatives.
- Experience working with or alongside Host National Society, finance development, capacity strengthening or National Society Development functions is an asset.
- Experience in the Red Cross Red Crescent Movement or a comparable international organisation is a strong advantage.
Personlige egenskaper
- Strong understanding of Organisational transformation, Finance and HR concepts (Change management), including role design, organizational structures, succession planning, performance management and staff wellbeing.- Good understanding of operational finance (planning, budgeting, reporting cost recovery) and the link between time-sheeting, pricing and sustainability.
- Ability to use workload and performance data (e.g. RWS points, utilization, assignment data) to guide decisions.
- Experience working with information and reporting systems (e.g. PIMS or similar, dashboards, planning tools) to support management and governance.
- Strong coordination and relationship skills, including working across departments and institutions (HR, Finance, NSD, regional delegations, etc.).
- Very good communication skills in Norwegian and English, oral and written.
