Global Disaster Management Manager
Norwegian Red Cross is looking for a Global DM Manager (ICRC) working in the Global Disaster Management Unit of the International Programs and Preparedness (IPP) department.
This is a temporary position (vikariat) for a 15-month period based in Oslo. The exact starting date will depend on candidates’ availability however it is an advantage that the selected candidate starts working in May 2026.
We are looking for a person to coordinate Coordinate and ensure timely and effective preparedness and response capacity for global emergency response operations.
The Global DM Manager (ICRC) is:
Responsible for coordinating Norwegian Red Cross emergency response operations where global tools and surge systems are activated in coordination with the ICRC and NorCross Regional Offices/Country Offices (RO/CO)
Responsible for identifying opportunities for emergency response in conflict settings with a global scope in coordination with the ICRC and NorCross Regional Offices/Country Offices (RO/CO).
Responsible for maintaining and developing effective clinical health Emergency Response Units (ERUs)
Line manage the Global Emergency Health Team
The Global DM Manager reports to the Head of the Global Disaster Management Head Unit.
Tasks:
Within the agreed Operational Framework and work processes for Norwegian Red Cross international efforts:
Responsible for effective and appropriate use of the surge and global tools, material and HR resources in response operations in alignment with the technical standards reflected in the operational framework.
Generates effective networks and coordinates with relevant ICRC led working groups ensuring the optimization and development of joint global tools and surge systems.
In cooperation with the IPP Technical Unit, contributes to setting the direction of the clinical health surge tools.
Leads Taskforces for emergency responses where ICRC is involved and ensures information flow during emergencies across relevant teams and units.
Coordinates the HR demand for preparedness, emergency responses and deployments in coordination with International HR, the Operations Manager (IFRC), Operations Coordinators, the Global Surge Manager and the RO/CO.
Coordinates with ICRC logistics hub and logistics consultant, ensuring maintenance, development and effective deployment of joint clinical health global tools.
In coordination with IPP F&C Unit, holds budgetary responsibility for clinical health global resources and emergency response operations until concluded/handed over.
In coordination with the IM Advisor, ensures all documentation relevant for emergency operations is devleoped, including applications in coordination with IPP Partnerships and Resource Mobilization Unit.
Oversees operational aspects of ER (Emergency Roster) and GST delegates deployed to emergency responses coordinated by him/her. Extensive travelling required
Qualifications:
Minimum 5 years of relevant work experience
Relevant crisis and operations management experience
Relevant field experience with Norwegian Red Cross, RCRC Movement or other relevant Humanitarian Organisations.
Higher education at master level
Experience in managing teams
Available to deploy for short term missions at short notice on request
Personal skills:
Kowledge o the RCRC Movement. Experience with the ICRC will be considered as a key advantage.
Documented experience in coordinating and cooperationg across teams and units.
Documented experience and ability to work under pressure and support others working under pressure in complex health response operations
Documented experience in managing health emergency crises operations and RC/RC operational management
Project and process management experience and knowledge is an asset.
Knowledge of Norwegian work regulations and context or willingness to learn those Fluency in English. Willingness to learn Norwegian (B2-Bergenstest) for non-Norwegian speaker.
