Advisor MEAL
As NPA is working to strengthen the monitoring, evaluation and learning systems in our International Department, we are now looking for a MEAL Advisor to join the Humanitarian Unit in our International Department. The temporary MEAL Advisor position will work closely with the Senior MEAL advisor to support with the continued development and rollout of specific elements of the global MEAL system. The temporary MEAL Advisor will help to ensure that systems are fit for purpose and facilitate the role-out and effective use of MEAL systems, specifically tools, processes and guidance material that have been developed recently and need more focused support to ensure successful utilization and integration with existing routines. Achieving these goals will also require capacity building support to programme colleagues, as well as the identification of additional gaps and support needs.
Location: Oslo, Norway.

Requirements:
A minimum of 3 years of relevant monitoring and evaluation experience in the development, non-profit, or public sector.
A relevant undergraduate degree.
A good understanding of qualitative and quantitative data collection and analysis methods.
Strong English skills (written and verbal); Norwegian is an advantage.
Candidates with technical training related to M&E (data analysis, data systems), and a knowledge of PowerBi or similar, will be desirable.
We are looking for someone who has strong facilitation skills, is structured and analytical. You enjoy fostering collaboration and is good at communication and supporting colleagues.
Responsibilities:
Support the streamlining of global and country level Theories of Change (ToCs), as well as updating ToCs and Results Frameworks (RFs) in TolaData.
Develop support material for Tola Data.
Provide training to programme countries that need support to use Tola Data.
Review and identify support needs based on. country programme ToCs and results frameworks
Support the rollout and use of NPA’s newly developed guidance. and support systems including: evaluation guidance, counting people reached guidance, and contribution analysis guidance.
Support selected countries with annual reporting.
Review and ensure that all relevant partners have updated ODDAT (Organisational Development Dialogue and Assessment Tool).
Review quality of next update of Partner Profiles.
