NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. We are recruiting a Policy Officer as a Norwegian National Seconded Expert (SNE) to the Ukraine Service of the European Commission.
Under the guidance of Commission official, the Policy Officer will contribute to supporting Ukraine’s reforms, in particular related to employment, social policy and other reforms in the human capital/social area, as well as research and science and civil protection and disaster risk management.
The Policy Officer will cover chapters of the acquis in the context of the enlargement reporting and maintain close coordination within Directorate E, in particular related to the overall recovery and reconstruction operation, and all relevant Directorate Generals (DG), the European External Action Service (EEAS), the EU Delegation in Kyiv, as well as with the Ukrainian authorities.
The position is open to Norwegian citizens only with a duration of 2 years with possibility for extension.
Policy Analysis:
Under the guidance of a Commission Official, follow up the political, economic and / or social situation, aspects, trends and/or developments in Ukraine as well as in the area of the EU- Ukraine relations, including existing EU policies and/or legislation
Under the guidance of a Commission Official, draft briefings, decision notes, reports, press releases and other documents concerning all areas of responsibility
Policy Development:
Under the guidance of a Commission official, support EU-Ukraine policy development and implementation with particular focus on employment and social reforms, and research and science
Under the guidance of a Commission official, support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders in all areas of concern
Under the guidance of a Commission official, contribute to sector analysis and to the definition of a sector strategy, particularly in the recovery and reconstruction process
Policy Coordination:
Under the guidance of a Commission official, liaise with Ukrainian partners and the EU Delegation in Kyiv on employment, social and research and science reforms, as well as with Commission services regarding relevant acquis chapters in the context of enlargement reporting
General programme Management:
Under the guidance of a Commission official, assist in analysing and instructing proposals for relevant programmes / projects dedicated for supporting Ukraine
External Relations:
Under the guidance of a Commission official, maintain close contacts with different services of the European Commission, the EEAS, EU-Member States and like-minded third countries working on Ukraine in the related fields of responsibility
Inter-service Coordination and Consultation
Under the guidance of a Commission official, prepare, conduct and respond to inter-service consultations on all relevant aspects of the above mentioned Commission work
Assist the Commission official in different inter-service groups
Qualifications
Education: Higher education in, preferably at Master level in a relevant field
Required 2 years’ experience in external relations, inter-institutional relations, representation, negotiation and participation
Experience in the areas of international relations and the European Union is desirable
Required 2 years’ experience in Policy development
Experience with and insight in designing reform strategies and their implementation is desirable
At least 2 years experience in EU neighbourhood
Knowledge of Ukraine and of the functioning of EU institutions would be an asset
At least 2 years’ experience in Aid cooperation
Experience in supporting social policies in third country is an advantage
Languages: Fluency in English and Norwegian required
In addition, the candidates needs to:
Be a Norwegian citizen and hold a Norwegian passport
Currently work in a state or public institution
Be a member of the Norwegian Social Security Scheme (Folketrygden)
Preferably hold a Security Clearance at EU Secret (Hemmelig)
