This is a vintage Cold War-era military tool called the Commander's Radiation Guide (also known as the "Fission Fragment Fallout Decay and Dose Guide"), manufactured by the German company Nestler (Albert Nestler) in West Germany, likely in the late 1950s or 1960s.
It is a circular slide rule (a specialized analog calculator) designed for U.S. Army or NATO military commanders and radiological survey teams to quickly evaluate radioactive fallout hazards after a nuclear explosion — without needing electronic calculators or computers, which weren't widely available then.
