In the manga, it's raised as a symbol of freedom in the pirates' fight against corruption. Fans say it reflects themes of freedom, loyalty and fighting oppression — a message experts say resonates strongly with young, politically motivated people, especially those in Gen Z.
"This is a generation that has grown up deeply immersed in popular culture and it fuels their civic imagination," said Henry Jenkins, a media scholar at the University of Southern California.
He says young people today are fighting political battles around the world using vernacular drawn from pop culture. He says the One Piece flag fits right in alongside the K-pop light stick rebellion last year during protests against the Korean president, the use of the three-fingered salute from the Hunger Games during protests in Thailand against Myanmar's military coup in 2021, and Palestinians dressing as Na'vi characters from the Avatar movies to protest Israel's separation barrier in 2010.
The instant recognition of the One Piece flag by a young, global fan base makes it a natural symbol for protest causes.
"Its resonance actually really drives its use," said Natalie Pang, head of the Department of Communications and New Media at the National University of Singapore.
"And I can see how, across different contexts, it becomes this sort of uniting symbol that allows youths to rally around common causes and sort of support each other as they pursue what they see as injustice and also corruption."
Jenkins says the One Piece flag is crucial in showing the shared experience of protesters.
"It's a vital symbol, it's something that's active within the culture, it's a fun identity," he said, adding that for those rebelling against a government, a playful flag used by fictional pirates is a good symbol of resistance to rally around.
"That's part of what allows it to be the basis for participatory politics, for the capacity of students to communicate their dissatisfaction in a way that will spread."
