Norwegian Church Aid can now offer a very exciting expat position in our Mali office, where we have a long-term development GBV programme which focuses around changing social norms related to FGMC, and access to contraceptives. In this position, you will ensure adequate Gender-Based Violence (GBV) services for returnees, displaced persons (IDPs), and host communities in the region of Mopti.

With the new grant, NCA Mali, will initiate a GBV in Emergency (GBViE) programme in Mopti, towards the border of Burkina Faso. The GBViE programme will center its response services within a Women and Girls Safe Space, to be established, and where we will focus on provision of life-saving specialized GBV services, such as GBV case management, psychosocial support, clinical management of rape referrals, and empowerment. As GBViE Specialist, you will mentor the NCA GBV Coordinator and GBViE Officer, both national staff. The NCA GBV Coordinator is based in Bamako, whilst the GBViE Officer is based in Mopti. The goal is for the NCA GBV Coordinator to have the skills and competence to professionally run the project, with support and mentoring from the GBViE Specialist, however, as GBViE Specialist, you must be prepared to carry out many of the responsibilities.

This position is based in NCA’s office in Bamako, with frequent travels to Mopti as security allows. The duration of the contract is until December 2020, with possibility of extension pending on funding availability.

Duties and responsibilities

  • Overall project management of all GBViE programme activities
  • Ensure all GBV programming meet GBV minimum standards
  • Contribute to the development of high-quality funding proposals to key donors, working with other thematic sectors and in consultation with field staff
  • Supervise the implementation of GBViE programme deliverables, projects and activities to ensure timely and quality delivery
  • Oversee and keep track of GBViE project expenses against budget
  • Lead GBViE team coordination mechanisms (meetings, groups, teams etc.)
  • Regularly represent NCA in coordination forums including GBV Sector and provide updates of NCA’s response and response plan
  • Provide technical assistance and support to the field staff and partners

Qualifications

  • Master’s degree in social sciences, gender studies, public health, social work, humanities, law, psychology, sociology or other related discipline. 
  • 4-5 years’ experience with a minimum of three years’ work experience of GBV in emergencies, protection, and gender programming.
  • Experience of supervising field staff and facilitating training required. 
  • Language skills: fluent verbal/written French communication skills, English is an added advantage.
