Finance Manager
Norwegian People’s Aid is seeking an experienced Finance Manager for our South Sudan programme.
NPA has worked in South Sudan since 1986. Our country office is based in Juba and from there NPA runs a complex programme with several thematic areas; Partnership with Civil Society, Rural Development and Agriculture, and Emergency Response within the Food Security and Livelihoods sector. NPA South Sudan has several sub-offices, around 200 staff and an annual turnover of around USD 11 million.
The Finance Manager is the head of financial management, accounting and reporting for the projects in South Sudan. The position reports to the Country Director, and is part of NPA South Sudan’s management team. In this position your main responsibilities will be:
- Overall responsibility for NPA South Sudan finance operations including accounting, auditing and monitoring activities
- Responsibility for implementing NPA’s practices and procedures for financial management
- Responsible for establishing, implementing and/or developing local policy and procedures for financial management where required
- Responsible for budgeting and forecasting processes and associated monitoring and reporting
- Close cooperation with the Programme Managers (budget holders) and support to programmes and projects
- Build skills and capacity within finance, both to the local staff and to partners
To be succesfull in this role you must have:
- Excellent leadership skills with the ability to achieve results through others
- Relevant higher education
- Technical experience as a successful Finance Manager, with documented good results
- Experience from being part of a management team
- International experience/field experience, preferably working in South Sudan or similar contexts
- Experience managing multiple grants; 10-15 grants (or more) with an annual budget of 10+ million USD
- Experience in managing multiple offices/locations
- Experience with capacity building of staff
- A proven track record of working with capacity building of national civil society partners
- Written and verbal proficiency in English

- Large capacity for work
- Ability and willingness to work and live under difficult circumstances
We are looking for a candidate with the experience and ability to work independently, be proactive and make decisions as required. Good communication skills, cultural understanding, diplomacy and interpersonal skills is a prerequisite for being successful.
